Chapter 7: Environmental ProtectionSECTION 7.4: FLOOD DAMAGE PREVENTIONSubsection 7.4.6: Standardscertification shall be required prior to issuance of a building permit in accordance withthe standards of Section 7.4.6.4, Manufactured Homes.D. Watercourse Alteration Certification (No-Rise)Relocation or alteration of a watercourse shall require submittal of a map showing thelocation of the proposed watercourse alteration or relocation, description of theextent, and a certified report from a professional engineer on the effects of theproposed project on the flood-carrying capacity of the watercourse and the effects toproperties located both upstream and downstream.E. V-Zone Certificate7.4.6. Standards(1) Applicants for new development within coastal high hazard area (VE zone)shall submit a V-Zone certificate, prepared by a professional engineer orarchitect, with accompanying design plans and specifications, demonstratingthe standards of this subsection are met prior to issuance of a floodplaindevelopment permit.(2) Development within coastal high hazard areas shall also be required to providean elevation certificate in accordance with subsection (A) above, whereapplicable.A. General Standards(1) Standards Applied to All Development(a)(b)(c)(d)(e)(f)All new construction and substantial improvements shall be designed(or modified) and adequately anchored to prevent flotation, collapse,and lateral movement of the structure.All new construction and substantial improvements shall beconstructed with materials and utility equipment resistant to flooddamage in accordance with the current Technical Bulletin 2, FloodDamage-Resistant Materials Requirements, and available from theFederal Emergency Management Agency.All new construction and substantial improvements shall beconstructed by methods and practices that minimize flood damages.Electrical, heating, ventilation, plumbing, air conditioning equipment,and other service facilities shall be designed and/or located so as toprevent water from entering or accumulating within the componentsduring conditions of flooding to regulatory flood protection elevation.These include, but are not limited to, HVAC equipment, watersoftener units, bath/kitchen fixtures, ductwork, electric/gas meterpanels/boxes, utility/cable boxes, hot water heaters, and electricoutlets/switches.All new and replacement water supply systems shall be designed tominimize or eliminate infiltration of floodwaters into the system.New and replacement sanitary sewage systems shall be designed tominimize or eliminate infiltration of floodwaters into the systems anddischarges from the systems into flood waters.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE7.23
