Chapter 5: <strong>Development</strong> StandardsSECTION 5.6: COMMUNITY FORM STANDARDSSubsection 5.6.5: External Street Connectivitythese instances, internal street design shall achieve as high a connectivity index scoreas reasonably practical.D. Pedestrian Connections Required(1) A right-of-way eight-feet-wide for pedestrian/bicycle access between a cul-desachead or street turnaround and the sidewalk system of the closest adjacentstreet or pedestrian pathway (as shown in Figure 5.6.4.B, PedestrianConnections) shall be required whenever the Planning Director determines aproposed cul-de-sac or street turnaround:(a)(b)CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCEIs in close proximity with significant pedestrian generators ordestinations such as schools, parks, trails, employment centers, orsimilar features; orCreates an unreasonable impediment to pedestrian circulation.(2) This pedestrianconnection shall count asa link for the purpose ofcalculatingtheconnectivity index.5.6.5. External Street ConnectivityFigure 5.6.4.B, Pedestrian ConnectionsA. The arrangement of streets in adevelopment shall provide for thealignment and continuation ofexisting or proposed streets intoadjoining lands in those cases inwhich the adjoining lands areundeveloped and deemedappropriate for futuredevelopment in the Land Use Planor in which the adjoining landsare developed and include opportunities for such connections.B. Street rights-of-way shall be extended to or along adjoining property boundaries suchthat a roadway connection or street stub shall be provided for development wherepracticable and feasible in each direction (north, south, east, and west) fordevelopment which abuts vacant lands. In cases where the property boundary iswithin a drainage swale, the roadway connection or street stub shall terminate at theedge of the swale, and the developer shall post a performance guarantee with thecounty (see Section 6.3, Performance Guarantees) to ensure funds are available tocomplete the street connection.C. At all locations where streets terminate with no street connection, but a futureconnection is planned or accommodated, a sign shall be installed at the location withthe words “FUTURE ROAD CONNECTION” to inform property owners.D. The final plat (see Section 2.4.8) shall identify all stub streets and include a notationthat all street stubs are intended for connection with future streets on adjoiningundeveloped or underdeveloped lands.E. Stub streets that exceed 150 feet in length shall include a turn-around in accordancewith Section 6.2.1.E, Cul-de-Sacs and Dead-End Streets.5.48
