CHAPTER 5.DEVELOPMENTSTANDARDS5.1. OFF-STREET PARKING AND LOADING5.1.1. Purpose and IntentThe purpose of this section is to ensure provision of off-street parking and loading facilities inproportion to the generalized parking, loading, and transportation demand of the different usesallowed by this <strong>Ordinance</strong>. The standards in this section are intended to provide for adequateoff-street parking while allowing the flexibility needed to accommodate alternative solutions.The standards encourage pedestrian-oriented development in village and community centers,while avoiding excessive paved surface areas, promoting low impact development, whereappropriate, and safeguarding historic resources.5.1.2. ApplicabilityA. GeneralThese off-street parking and loading standards shall apply to all development in thecounty.B. Time of ReviewReview of proposed development to ensure compliance with the standards of thissection shall occur at time of site plan (Section 2.4.7), planned development masterplan (Section 2.4.5) zoning compliance permit (Section 2.4.9), or temporary use permit(see Section 2.4.11), whichever occurs first.C. Existing <strong>Development</strong>(1) Change in UseAny change in use of an existing development shall provide the additional offstreetparking and loading facilities required to comply with this section.(2) Expansion and EnlargementAny expansion or enlargement of an existing structure that will increase thenumber of units upon which the applicable parking standard is based (e.g.,square feet, employees, dwelling units, seats) shall provide additional off-streetparking, loading, and circulation facilities as required by application of theseminimum off-street parking, loading, and circulation standards, unlessexempted.(3) Nonconforming Parking or Loading FacilitiesExpansion or enlargement of an existing development on a site that does notcomply with the standards of this section shall comply with the standards ofSection 8.6, Nonconforming Sites.D. ExemptionsThe following activities are exempt from the requirements of this section:CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE5.1
