Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSMap Amendmentnot limited to: production or repair of small machines or electronic parts and equipment;woodworking and cabinet building; publishing and lithography; computer design anddevelopment; research, development, testing facilities and laboratories; apparel production;sign making; assembly of pre-fabricated parts, manufacture of electric, electronic, or opticalinstruments or devices; manufacture and assembly of artificial limbs, dentures, hearing aids, andsurgical instruments; manufacture, processing, and packing of food products, cosmetics, andmanufacturing of components, jewelry, clothing, trimming decorations, and any similar item.MAP AMENDMENTA type of zoning district change reviewed and approved, or denied by the Board ofCommissioners in accordance with Section 2.4.3, Map Amendment.MARINAAny publicly or privately owned dock, basin or wet boat storage facility constructed toaccommodate more than ten boats and providing any of the following services: permanent ortransient docking spaces, dry storage, fueling facilities, haul out facilities and repair service.Excluded from this definition are boat ramp facilities allowing access only, temporary dockingand none of the preceding services. Marinas for ten boats or less shall be classified as privatelyowned outdoor recreation facilities.MARITIME FORESTForested areas along the coast that are subject to salt spray or periodic inundation by saltwater.MARKET VALUEFor the purposes of Section 7.4, Flood Damage Prevention, The building value, not includingthe land value and that of any accessory structures or other improvements on the lot. Marketvalue may be established by independent certified appraisal; replacement cost depreciated forage of building and quality of construction (Actual Cash Value); or adjusted tax assessed values.MAXIMUM EXTENT PRACTICABLENo feasible or practical alternative exists, as determined by the county, and all possible effortsto comply with the standards or regulation to minimize potential harmful or adverse impactshave been undertaken by an applicant. Economic considerations may be taken into accountbut shall not be the overriding factor determining “maximum extent practicable.”MEAN SEA LEVELThe National Geodetic Vertical Datum (NGVD) as corrected in 1929, the North AmericanVertical Datum (NAVD) as corrected in 1988, or other vertical control datum used as areference for establishing varying elevations within the floodplain, to which Base FloodElevations (BFEs) shown on a FIRM are referenced. Refer to each FIRM panel to determinedatum used.MEDICAL TREATMENT FACILITYA small-scale facility which may or may not be located in a converted dwelling or residencewhere patients are admitted for examination and treatment by one or more physicians,dentists or psychologists. Patients may or may not receive care or lodging overnight. Suchfacilities may include sleeping rooms for care workers and members of patient’s families.MIXED-USE DEVELOPMENTA tract of land or structure developed for two or more different uses, such as, but not limitedto, residential, office, retail, institutional, public, or entertainment.
