La interconecci6n de un generador pequefio de<br />
hidroenergia a un sistema de distribucibn existente<br />
debe hacerse con toda consideracibn a la seguridad<br />
contra riesgos, protecci6n el&trica, y la calidad de1<br />
servicio de1 sistema existente.<br />
Un metodo simple para la integracihn de una<br />
unidad pequefia de hidroenergia con un sistema<br />
electric0 existente es el de aislar una porci6n de la<br />
carga de1 sistema existente y servirla s6lamente<br />
desde la estacion hidrkulica. Para efectuar esta<br />
operacidn, la estaciGn debe tener un generador sin-<br />
cronizado. Una llave que normalmente est& abierta se<br />
puede cerrar para servir esta carga aislada de la<br />
fuente existente durante 10s petiodos cuando la<br />
uridad hidraulica esti cerrada. Un sistema “in-<br />
terlock” asegura que la llave no se cierre cuando el<br />
generador est6 en operaci6n. Este arreglo se disefia<br />
en la Figura 3.<br />
Muchas lineas de distribucibn existentes estin pro-<br />
tejidas por re-cerradores que responden a las fallas<br />
mediante breve de-energizacihn de la linea, y luego<br />
volviendo a cerrar para restaurar el servirtio en el<br />
case de que la falla fuere &lo temporaria. Es’s<br />
operacidn puede repetirse hasta trcs veces antes de<br />
que el re-cerrador quede trancado dejando la linea sin<br />
energia. Si una unidad hidrsulica aiimenta direc-<br />
tamente a una linea protejida por un re-cerrador, la<br />
desconecci6n y reconeccibn alternadas pueden<br />
resultar en dtio al generador por causa de1 exceso<br />
de las corrientes o el abrupt0 cambio de torsi6n.<br />
Siempre que se use un re-cerrador cerca de un<br />
generador pequefio, se debe investigar 10s efectos de1<br />
re-cerrador en la operacidn de1 generador.<br />
Cuando se interconecte con un pequeAo sistema<br />
aislado de distribucidn que pudiera tener una<br />
pequefia unidad generadora existente, se debe ex-<br />
aminar las caracteristicas de operaci6n de la unidad<br />
nueva y de la unidad existente para asegurar que<br />
ambas unidades puedan ser operadas paralelamente.<br />
Las caractetisticas de la disminuci6n de la velocidad<br />
deben ser coordinadas para asegurar que un<br />
generador no vaya a “motorizar” al otro.<br />
Cuando se interconecte una unidad hidro&ctrica<br />
pequefia con un sistema existente, y en case de falla<br />
de1 sistema existente, la unidad hidrgulica<br />
suministrara una porci6n de la corriente en falla. En<br />
consecuencia, se debe volver a calcular 10s artefactos<br />
protectores y ajustarlos para tomar en cuenta la cor-<br />
riente adicional en falla. Antes de que 10s traba-<br />

When interconnecting with a small isolated<br />
distribution system that may have an existing<br />
small generating unit, the operating<br />
characteristics of the new and existing units<br />
must be examined to ensure that the units can<br />
be operated in parallel. Speed-drop<br />
characteristics must be coordinated to ensure<br />
that one generator will not “motorize” the other.<br />
When a small hydro unit is interconnected with<br />
an existing system, and in the event of a fault on<br />
the existing system, the hydro unit will supply a<br />
portion of the fault current. Hence, the protective<br />
devices must be recalibrated and set to account<br />
for the additional fault current. Before workers<br />
can go out to repair the faulted line, it must be<br />
ensured that the generating unit can not feed<br />
back into the faulted line thus endangering the<br />
public and line crews. Generally, we re<strong>com</strong>mend<br />
that the hydro unit be de-energized and kept out<br />
of service until a faulted line is repaired or safely<br />
isolated from the system.<br />
REA Standards<br />
The United States Rural Elecrrification Ad-<br />
ministration (REA) has printed numerous<br />
specifications, standards, and instructions for<br />
the planning, designing, constructing and<br />
operating rural electric power systems. Over 113<br />
of the electric distribution lines in the U.S. were<br />
built to these specifications. All of these<br />
specifications and standards are available for a<br />
small fee from the Superintendent of Documents,<br />
U.S. Government Printing Office, Washington,<br />
D.C. 20402.<br />
Since 1963, NRECA has worked in over thirty<br />
countries performing services such as initial<br />
surveys, selection of project sites, feasibility<br />
studies, project implementation and follow-up<br />
consulting services to ongoing rural electric<br />
systems. To date, essentially all distributltiir:<br />
systems have been designed according to USA<br />
- REA standards and, where applicable, REA ac-<br />
counting and reporting procedures have been<br />
adopted. By following REA standards, engineer-<br />
ing designs generally provide ample initial<br />
capacity for expansion and development of con-<br />
sumer loads without expensive rebuilding for a<br />
period of ten to fifteen years. Accordingly,<br />
NRECA supervised projects are currently meeting<br />
all load requirements with no foreseeable need to<br />
rebuild backbone facilities.
