Rural Maringal (FODERUMA) en el cual nuestra
participation consiste en el apoyo tkcnico y de
planificacion para la penetration de la energia en 10s
programas correspondientes. Existen otros
orgamsmos regionales, tip0 Consejos Provinciales,
Organismos de Desarrollo Regional (CREA, IN-
CRAE, Pedesur, etc) que pueden interesarse a este
tipo de acciones y cuya participation fundamen-
talmente sea de caracter financiero.
La participation financiera de entes y organismos
internacionales no puede ser ignorada puesto que
constituyen fuentes agiles de inversion y que en
muchos cases pueden contribuir al desarrollo de este
tipo de programas.
Al disponer de 10s medios economicos, la proxima
etapa es la adquisicidn de equipos. El caracter de
nuestro programa nos lleva a buscar esos equipos
sobretodo de fabrication uaciona!. Naturalmente para
la implementation de1 plan piloto recurrimos
basicamente a equipos importados que nos permitan
llevar adelante un programa de investigacidn tec-
nologica. La importacidn de equipos debera hacerse
tambien cuando la capacidad national de production
sea insuficiente para satisfacer las demandas.
La fase de construction y montaje sintetiza todas
las actividades anteriores, y es el aspect0 social el fun-
damental. La organizacidn de la comunidad, coma
criteria de prioridad, se basa en que al convertirse en
beneficiaria de las obras, el aporte de la poblacion
contribuye decisivamente a bajar 10s costos de con-
struccibn. Debemos tambien insistir en que,
sobretodo en las poblaciones de la sierra, la minga
comunal es una forma de trabajo que tiene profundas
rakes culturales y que en base a ella se han edificado
obras de relevante importancia. Esta forma de
ejecucibn de las obras no solo que tiene una inciden-
cia economica sino que sirve coma medio de preser-
vacion de valores culturales y costumbres que ad-
quieren mayor importancia en presencia de una
organization cumunitaria. Un efecto adicional de la
construction y montaje sera la posibilidad de generar
mandos medios que posteriormente podran ser
utilizados en proyectos de mayor envergadura y tam-
bien mano de obra calificada dentro de ‘a misma
comunidad y de las organizaciones campesinas.

miento de1 conocimiento national tiene que traducirse
por una adapt&on Je la tecnologia importada a
nuestra realidad y pw la generitcion endogena de
tecnologia apropiada segun las caractetisticas de
cada proyecto.

have to insist on continuation of a practice,
especially among the people of the sierras, of
communal work that has deep cultural roots and
which has resulted historically in works of great
importance. This form of implementation of
works has both a great economic benefit and is
also a means of preserving cultural values and
customs. These acquire greater relevance in the
presence of a community organization. An addi-
tional effect of the construction and assembly
will be the possibility of generating proposals
which might be used in future projects of larger
scale and also of developing high quality labor
resources within the community itself.
in terms of the technical aspects, our domestic
knowledge will be transformed by adaptation of
the imported technologies into our national reaii-
ty and the internal generation of technology ade-
quate to the characteristics of each project.

Evaluation
Within our conception of the program for
micro-hydropower plants, the evaluation of the in-
stallations is highly important since it will
originate the process of acquiring knowledge and
development of technology. it should be noted
that the operation of each one of these systems
will lead us to a better understanding of the in-
teractions between the communities and the en-
vironment in such a way as to optimize use of
natural resources. Technically, evaluation of in-
stallations “in situ” would provide us with the
necessary information to improve the
characteristics of operation and maintenance, as
well as give us the ability to provide guidelines
for the development of industrial programs as in-
tended.
A general public utility problem is that of
establishing tariff rates. in other words, it is not
easy to get the consumer to pay for a service he
is not used to having and that is foreign to his
