10 per cent of the invoiced value of electrical
bills for commercial and industrial consumers
with an installed load greater than 10 kW for in-
dustrial clients and a monthly consumption
greater than 2,500 kWh for commercial clients.
This tax is justified by the fact that the industrial
and commercial clients titilize electric power to
derive profits from processing goods largely con-
sumed in urban areas and it is just, therefore,
that they should contribute in this way to the
development of rural electrification.
It is projected that for the years 1980, 1981 and
1982, this contribution could reach the amounts
given below, broken down for the two main elec-
trical enterprises in the country (Quito and
Guayaquil) and the remainder of the country (in
With the creation of the so-called “Special
Fund for Connections for Low Income Con-
sumers”, supplied with resources coming from
an interest differential of external loans granted
under concessionary terms by financial develop-
ment organizations such as the IDB, the Kredit
Anstalt Bank fuer Wiederaufbau, of the Federai
Republic of Germany, other governments, etc.
The differential occurs when these loans,
subscribed by the Government of Ecuador, are
transfered to I~vECEL at a slightly higher interest
rate and a slightly shorter repayment term, thus
creating a fund that basically can serve as a
source of loans for financing secondary distribu-
tion networks and connections for electrical ser-
vice in rural and marginal urban areas and for the
installation of public lighting systems in these
same areas. The loans from such a fund will be
made to Electric Power Enterprises, but there ap-
pears to be no conflict in also granting loans to
other hypes of administrative organizations which
may be established for the operation of these
decentralized power supply systems. In turn,
these enterprises and administrative organiza-
tions may grant loans to low-income consumers
to help them finance the cost of electrical con-
nections to their homes and eventually of interior
installations. There is a special set of regulations
