10s consumidores con tarifa <strong>com</strong>ercial e industrial<br />
cuya carga instalada sea mayor de 10 kW para 10s in-<br />
dustriales y el consumo mayor que 2.500 kWh por<br />
mes para 10s <strong>com</strong>erciantes. Esta imposition se<br />
justifica en el hecho de que 10s abonados industriales<br />
y <strong>com</strong>erciales utilizan la energia electrica para la<br />
obtencidn de ganancias, elaboration de productos<br />
cuyo mayor consumo se halla en las zonas urbanas y<br />
es justo contribuir por ese intermedio al desarrollo de<br />
la electrification rural.<br />
Una proyeccion de la recaudacion que podrfa<br />
significar esta contribution para 10s anos 1980, 1981<br />
y 1982 son 10s siguientes, divididos en lo que podtia<br />
recaudarse a traves de las dos empresas mayores de1<br />
pais (QUITO Y GUAYAQUIL) y el resto de1 pais:<br />

Mediante la creation de1 llamado “Fond0 Especial<br />
para Conexiones a Consumidores de Bajos Ingresos”,<br />
que se alimenta con recursos provenientes de un<br />
diferencial de inter& de prestamos externos<br />
otorgados en condiciones concesionarias por en-<br />
tidades financieras de desarrollo tales <strong>com</strong>a el (BID),<br />
el Kredit Anstalt Bank fuer Wiederaufbau de<br />
Alemania Federal, Gobiernos, etc. y que se produce<br />
cuando estos prestamos, suscritos con el Gobierno de1<br />
Ecuador, son transferidos a BJECEL en condiciones<br />
de inter& un poco mas alto y plazo de amortization<br />
m&s corto, creando un fondo que basicamente puede<br />
trabajar <strong>com</strong>a una fuente de prestamos, para la<br />
financiacion de redes de distribution secundarias y<br />
a<strong>com</strong>etidas de servicio electrico en zonas rurales y<br />
urbanas marginadas, e instalaciones de alumbrado<br />
public0 en esas mismas zonas; 10s prestamos de ese<br />
fondo seran hechos a las Empresas Electricas, pero<br />
no parece existir conflict0 en otorgarlos tambien a<br />
otro tipo de entes administrativos que podrian<br />
establecerse para la operation de estos sistemas<br />
decentralizados de abastecimiento de energia. A su<br />
vez, estas Empresas y entes administrativos pueden<br />
otorgar prestamos a 10s mismos consumidores de ba-<br />
jos ingresos, para ay-udarlos a financiar el costo de<br />
las a<strong>com</strong>etidas en las casa y eventualmente las<br />
instalaciones interiores. Para el manejo de este fondo<br />
y el otorgamiento de 10s prestamos existe un<br />
reglamento especial.<br />
IJna proyeccion de las recaudaciones que se han<br />
obtenido y podra obtenerse en 10s proximos 5 afios<br />

10 per cent of the invoiced value of electrical<br />
bills for <strong>com</strong>mercial and industrial consumers<br />
with an installed load greater than 10 kW for in-<br />
dustrial clients and a monthly consumption<br />
greater than 2,500 kWh for <strong>com</strong>mercial clients.<br />
This tax is justified by the fact that the industrial<br />
and <strong>com</strong>mercial clients titilize electric power to<br />
derive profits from processing goods largely con-<br />
sumed in urban areas and it is just, therefore,<br />
that they should contribute in this way to the<br />
development of rural electrification.<br />
It is projected that for the years 1980, 1981 and<br />
1982, this contribution could reach the amounts<br />
given below, broken down for the two main elec-<br />
trical enterprises in the country (Quito and<br />
Guayaquil) and the remainder of the country (in<br />
us&.<br />

With the creation of the so-called “Special<br />
Fund for Connections for Low In<strong>com</strong>e Con-<br />
sumers”, supplied with resources <strong>com</strong>ing from<br />
an interest differential of external loans granted<br />
under concessionary terms by financial develop-<br />
ment organizations such as the IDB, the Kredit<br />
Anstalt Bank fuer Wiederaufbau, of the Federai<br />
Republic of Germany, other governments, etc.<br />
The differential occurs when these loans,<br />
subscribed by the Government of Ecuador, are<br />
transfered to I~vECEL at a slightly higher interest<br />
rate and a slightly shorter repayment term, thus<br />
creating a fund that basically can serve as a<br />
source of loans for financing secondary distribu-<br />
tion networks and connections for electrical ser-<br />
vice in rural and marginal urban areas and for the<br />
installation of public lighting systems in these<br />
same areas. The loans from such a fund will be<br />
made to Electric Power Enterprises, but there ap-<br />
pears to be no conflict in also granting loans to<br />
other hypes of administrative organizations which<br />
may be established for the operation of these<br />
decentralized power supply systems. In turn,<br />
these enterprises and administrative organiza-<br />
tions may grant loans to low-in<strong>com</strong>e consumers<br />
to help them finance the cost of electrical con-<br />
nections to their homes and eventually of interior<br />
