La cuarta macroactividad, de diseminacihn, cor-
responde a la operacih de1 sistema, creado a trav&
de la macroactividad 3. La capacidad de funciona-
miento de1 sistema se manifiesta poco despu& de in-
iciada la macroactividad 3 y va amplihdose,
paulatinamente, conforme se perfeciona. La
diseminacion provee canales, que retroalimentan y
ajustan al sistema. Los actores principales de1 pro-
ceso de diseminacih estin descentralizados, de
acuerdo a 10s lineamientos de la Politica de Desar-
rollo Rural de1 Plan National de Desarrollo.6

Planning, coordination, evaluation and realign-
ing activities take place during all phases of the
program development.
Macroactivity 4, that of dissemination, is a
function of the system created through macroac-
tivity 3. The functional capacity of the system is
manifested slightly after initiation of macroactivi-
ty 3 and it expands gradually as it is being refin-
ed. Dissemination provides canals that produce
feedback and adjust the system. The main im-
plementing agents in the dissemination process
are decentralized in line with the policies of the
National Plan for Development of Rural Elec-
trification.6

The diversity of activities of the program, as in-
dicated in the design, the wide spread
geographical location of the civil works and the
philosophy of the National Development Plan, all
require the participation of a great number of in-
