esta razon nosotros debemos obtener un paquete de<br />
estudio y diseno que pueda ser procesado en <strong>com</strong>-<br />
putadora, con el cual la labor de adaptacidn de las<br />
soluciones estandar a las condiciones particulares de<br />
cada proyecto se haga en Mrminos de !a optimization<br />
de la utilization de recursos y de una conception ar-<br />
moniosa de las obras de infraestructura.<br />
El estudio de 10s equipos es otro de 10s aspectos<br />
importantes y que marca la diferenciacion entre el<br />
programa de reubicecidn y el de instalacidn de<br />
nuevas centrales. En el programa de reubicacion<br />
tenemos que regirnos por criterios de minimizncion<br />
de inversiones y de <strong>com</strong>patibilidad con las condi-<br />
ciones de demanda. Es fundamental el tener en cuen-<br />
ta que un equipo instalado en el extremo sur de1 pak<br />
muy difkilmente podra ser desplazado al extremo<br />
norte. Tarnbien debemos preveer la actitud de 10s<br />
propietarios de 10s equipos, quicnes preferiran<br />
rein&larks en su zona de influencia antes que<br />
cederlos para otras regiones. El estudio de 10s<br />
equipos nuevos presenta un inter& enorme a me-<br />
diano plazo si consideramos que el programa de<br />
microcentrales puede generar necesidades suficientes<br />
para incentivar un cierto tipo de desarrollo industrial<br />
de production de piezas, eiementos y grupos<br />
generadores. Los resultados de este estudio deben fi-<br />
jar las pautas de conveniencia o no de emprender en<br />
acciones de fabricacidn national que nos permitira el<br />
desarrollo endogeno de conocimientos y de<br />
tecnolo@a.<br />
Realizacih<br />
Una vez que hemos conseguido la adaptacidn tec-<br />
noldgica y la definition de la infraesti-&ura<br />
necesarias para la implement&on de 103 prnyectos<br />
debemos pasar a la fase de realization. Requisito<br />
primordial y determinante es la disponibilidad de<br />
recursos economicos suficientes para cubrir 10s<br />
gastos de1 proyecto. La consecusion de estos fondos<br />
se la puede hater en organismos nacionales e interna-<br />
cionales. Los mecanismos de operacidn son diferentes<br />
y debemos buscar las condiciones m&s blandas para<br />
dichos creditos. El Ranco Central de1 Ecuador esti<br />
en capacidad de financiar este tipo de proyectos y la<br />
politica que hemos seguido justamente es buscar la<br />
coordination de acciones con el Fondo de Desarrolio<br />

tions. it is important to consider that equipment<br />
now installed in the southern end of the country<br />
will not be easily transported to the northern end.<br />
We also need to anticipate the attitude of the<br />
equipment owners. They may prefer to reinstall<br />
them in their area of influence rather than aiiow-<br />
ing them to be moved to other regions.<br />
The new equipment installation represents an<br />
enormous interest in the long range if we con-<br />
sider that the micropower program may generate<br />
enough demand to provide incentives for certain<br />
types of industrial development, such as<br />
manufacturing of parts, elements and generator<br />
groups. The results of the study should establish<br />
clear indicators of the feasibility of proceeding<br />
with domestic manufacturing. in turn, such<br />
manufacturing will permit internal development<br />
of knowledge and technology.<br />
Implementation<br />
Once the decision has been made on the<br />
technology to be used and the necessary in-<br />
frastructure for the implementation of the pro-<br />
jects has been defined, we go on to the im-<br />
plementation phase. Sufficient economic<br />
resources should be available to cover the cost<br />
of the project. The funds may be obtained<br />
through national or international organizations,<br />
The operational mechanisms for each are dif-<br />
ferent. We have to seek the best terms for such<br />
financing.<br />
The Central Bank of Ecuador has the capability<br />
to finance this type of project. The process<br />
adopted was to coordinate with FODERUMA<br />
(Marginal Rural Development Fund) where our<br />
participation consists of technical and planning<br />
support for energy distribution in the correspon-<br />
ding programs. There are other regional organiza-<br />
tions, like Provincial Councils, Regional Develop-<br />
ment Organizations like CREA, INCRAE, Pedesur,<br />
etc., who may be interested in this type of activi-<br />
ty and whose participation would be fundamen-<br />
tally of a financial character.<br />
Financial participation of international entities<br />
cannot be ignored since they constitute flexible<br />
sources of investment. in many cases, they may<br />
contribute to the development of this type of pro-<br />
gram.<br />
Once the financial aspects are taken care of,<br />
the next phase is the purchase of the equipment.<br />
The nature of our program encourages us to look<br />
for equipment of domestic manufacture. Natural-<br />
