Inicio de la Red Institucianal<br />
Desde un punto de vista pragmatic0 y menos<br />
especulativo, es significativo de&car el desarrollo<br />
actual de la red institutional. El programa se encuen-<br />
tra en la macroactividad 1.<br />
Las instituciones 1 directamente involucradas y<br />
que han desplegado acciones tanto tkcnicas <strong>com</strong>a de<br />
desarrollo institutional, son: INE, INECEL, E.P.N.,<br />
Asistencia tkcnica extranjera. I.N.E. ha actuado<br />
<strong>com</strong>a promotor y ha propuesto convenios y proyectos<br />
para el desarrollo de1 programa, aparte de dirigir ac-<br />
tividades ticnicas. En particular, propuso y se firm6<br />
un convenio con la E.P.N. (institucibn 2), propuso un<br />
convenio a INECEL, que fue aceptado; ha propuesto<br />
proyectos especificos dentro de1 programa, a<br />
organismos extranjeros, entre otros A.I.D., bajo cuyo<br />
auspicio se desarrolla el presente seminario. Tambien<br />
se han realizado aproximaciones y se discuten condi-<br />
ciones de colaboracion con Instituciones promotoras<br />
de1 desarrollo rural <strong>com</strong>a FODERUMA, y con<br />
depositarias de information, respecto a micrccen-<br />
trales, <strong>com</strong>a el PRONAREG de1 Ministerio de<br />
Agricultura y el INERHI. Utilizando information de<br />
10s dos tipos de Instituciones, el I.N.E., junto con<br />
ticnicos de la E.P.N., estudia el potential<br />
hidrologico, asi <strong>com</strong>a las necesidades ekctricas y<br />
prioridades de varios proyectos de desarrollo rural.<br />
INECEL lleva a cabo un inventario ticnico de cen-<br />
trales fuera de use. Se acaba de conformar una <strong>com</strong>-<br />
isidn permanente de coordination de1 programa con<br />
personal tkcnico de I.N.E. y de la Direction de<br />
Planificaci6n de INECEL. Est.5 en progreso una en-<br />
cue&a, contratada con consultores privados<br />

Initiation of the Institutional Network<br />
From a pragmatic and less speculative point of<br />
view, it is important to point out how the actual<br />
institutional network develops. The program is in<br />
macro-activity 1.<br />
Institutions 1 which have already been directly<br />
involved in activities both technical in nature and<br />
related to institutional development are: INE, IN-<br />
ECEL, E.P.N. and foreign technical assistance.<br />
I.N.E. has participated as promoter, has designed<br />
project proposals for the development of the pro-<br />
gram, and has directed technical activities.<br />
Specifically, it presented a proposal which was<br />
signed with E.P.N. (institution 2); proposed an<br />
agreement with INECEL which was accepted;<br />
presented proposals for specific projects within<br />
the program to foreign organizations,some of<br />
which were presented to A.I.D. It has also<br />
established cortacts and, at present, there are<br />
negotiations underway for cooperation with in-<br />
stitutions promoting rural development such as<br />
FODERUMA. It has also contacted organizations<br />
to obtain information regarding microhydropower<br />
plants such as PRONAREG from the Agricultural<br />
Department and INERHI.<br />
Using information provided by both types of in-<br />
stitutions, INE in conjunction with EPN performs<br />
hydrologic studies, as well as determines poten-<br />
tial rural electrification needs and the priorities<br />
of diverse development projects. INECEL is tak-<br />
ing a technical inventory of plants that are not in<br />
