Criterios de Evaluacih y<br />
Seleccih de Proyectos<br />
Es necesario evaluar y seleccionar 10s proyectos a<br />
fin dc permitir el uso adecuado de 10s escasos recur-<br />
SOS econ6micos y financieros y de la capadidad de<br />
construcci6n, de suministro y de fabricaci6n local de<br />
equipos y materiales.<br />
La evaluaci6n y selecckin de proyectos permite<br />
obtener una lista priorizada de 10s mismos, que a su<br />
vez per-mite la programaci6n anual de proyectos, de<br />
presupuekos, y la obtencirjn de fondos, de aporte<br />
naciond y de pr&tamos externos y/o internos.<br />
Los criterios de evaluaci6n y selecci6n son de tres<br />
tipos:<br />
- Criterios tknicos<br />
- Criterios econ6micos<br />
- Criterios sociales.<br />
En &reas ruralrs, donde se espera desarrollar el<br />
<strong>Program</strong>a de Pequefias Centrales Hidroekkicas es<br />
muy difkil det.erminar parametros econ6micos y<br />
sociales, principalmente debido a la falta de<br />
estadisticas.<br />
A continuaci6n se dan algunos de 10s criterios a<br />
emplearse en una evaluaci6n preliminar:<br />
1. Recurso Hidrico y Caracterkticas Geokgicas<br />
Peso X1<br />
Yuntaje, varia de 1 g 10 seg6n el recurs0<br />
hfdrico y la geologia estimsdas, pudiendose<br />
calificar en 10s planos de la Carta <strong>National</strong> y<br />
Carta Geol6gica con10 malo, regular, bueno y<br />
muy bueno. Se prefiere, de ser posible con-<br />
siderar datos de mediciones de caudales<br />
medios anuales de 10s 150s existentes en la<br />
mini-reigon.<br />
2. Topografia de1 Recurso Hidrico<br />
Peso: X2<br />
El puntaje se& variable de 1 5 10, de acuer-<br />
do a la pendiente estimada y topografia en<br />

Evaluation Criteria and Selection of Projects<br />
It is necessary to evaluate and select projects<br />
to allow for the most advantageous use of the<br />
scant economic and financial resources and<br />
local construction capability, availability of<br />
materials and equipment. TtI:Q evaluation and<br />
selection of projects will develop a prioritized list<br />
which, in turn, will permit the annual program-<br />
ming of projects, budgeting, allocation of funds,<br />
na?ional support and external and/or internal<br />
loans.<br />
The evaluation and selection crireria are of<br />
three kinds:<br />
- Technical<br />
- Economical<br />
- Social<br />
In the rural areas, where we hope to develop a<br />
small hydropower plant program, it is very dif-<br />
ficult ‘to determine economic and social<br />
parameters, mainly because of the lack of<br />
statistical data.<br />
The following are some of the criteria to be<br />
employed in a preliminary evaluation:<br />
1. Hydro resources and geological<br />
characteristics<br />

Scores vary in a scale from 1 to 10,<br />
depending on the hydraulic resources and<br />
the geology estimated by use of the na-<br />
tional and geological maps. The classifica-<br />
tion would be bad, fair, good and very good.<br />
If possible, it is preferable to consider data<br />
relative to the annual average flow of the<br />
rivers in the mini-region under study.<br />
2. Topography of the Hydraulic Resource<br />

the estimated slope and general<br />
topography of the potential site for the<br />
