sobre las posibilidades de fmanciacibn de programas<br />

de difusidn energetica en g-ran escala, ya que el In-<br />

stituto <strong>National</strong> de Energia piensa que el desarrollo<br />

que no es autosostenido no tiene el caracter tal.<br />

Un sistema integral tambi6n contempla la<br />

necesidad de hater que el desarrollo se produzca en<br />

armonia con el medio ambiente, siendo esta una<br />

posibilidad real en sistemas de micro y minigenera-<br />

cion, en 10s cuales no prociucen 10s impactos<br />

negativos asociados muchas veces a !os grandes pro-<br />

yectos de energia.<br />

En general la energia debera constituirse en una<br />

parte integrante de la <strong>com</strong>unidad para lo cual es im-<br />

portante que esta haya participado en forma activa<br />

en las etapas de la energizacion, de forma tal que, el<br />

desarrollo energetic0 sea considerado <strong>com</strong>a un lngro<br />

de la propia <strong>com</strong>unidad.<br />

2. Desarrollo de una tecnologia apropiada<br />

para todas las fases de la implementacih<br />

de1 plan de mini y microgeneracibn en g-ran<br />

escala.<br />

E concept0 de tecnologia apropiada no implica<br />

desde ningun punto de vista una simplicidad manual<br />

para la construction o ignorancia de conocimientos<br />

cientificos o tkcnicos basicos para la production o instalacion<br />

de un sistema. Como nosotros la concebimos,<br />

implica llegar a un conocimiento profundo<br />

de las ticnicas de investigation, construction,<br />

materiales y en general una asimilacion de conocimientos<br />

y una implantacibn o creation en base a 10s<br />

mismos de un sistema que esti acorde con una<br />

realidad national, a lo que en case necesario habra<br />

que cambiarla si se quiere que exista la posibilidad de<br />

generar tecnologia apropiada.<br />

Asi por ejemplo todo lo que implica simulacidn de<br />

modelos, estudios sistematicos de micro y minicuencas,<br />

modelaje y escalado, analisis dimensional, todas<br />

micro and mini-generation. These do not produce<br />

the negative impacts generally associated with<br />

large energy projects.<br />

In general, energy should constitute an integral<br />

part of the <strong>com</strong>munity. It is essential for that pur-<br />

pose that its members participate actively during<br />

the planning period. The development itself<br />

should considered an ac<strong>com</strong>plishment by the<br />

<strong>com</strong>munity.<br />

2. Development of an adequate technology to<br />

en<strong>com</strong>pass all phases of the implementa-<br />

tion of large scale mini and micro-<br />

generation.<br />

The concept of adequate technology is no way<br />

implies a manual simplicity in actual construction.<br />

Nor does it imply scientific and technical<br />

knowledge basic for the production or installation<br />

of a system. As we conceive it, the requirement<br />

is to obtain a profound knowledge of the<br />

technology for investigation, construction,<br />

materials and, in general, assimilation and integration<br />

of knowledge, to create a system in tine<br />

with the national reality which might even need<br />

to be changed so that we can generate power<br />

using the adequate technology.<br />

As an example, from simulation models to<br />

systematic studies of mini and micro basins,<br />

demonstration and installation, size analysis, all<br />
