Es necesario sin embargo advert+, que este viraje<br />
en la traditional conception monopolistica de la<br />
generation electrica por organismos especializados<br />
de1 E&ado, requiere una promotion y divulgacion de<br />
la tecnologia que verdaderamente constituye la parte<br />
mas difkil e interesante de1 programa, que desde<br />
luego tiene que ser de responsabilidad de estos. En la<br />
solution No. 4 INECEL por medio de su Direction<br />
de Electrificaci6n Rural debera promover la construc-<br />
cion de estas pequeiias centrales para servicio de las<br />
localidades r-wales e incitar a 10s duenos de fincas,<br />
pequenos artesanos, etc. a in&alar mini-centrales y<br />
constituirse en autoproductores; INECEL debera<br />
asistir en el disefio, selection de1 equip0 y supervision<br />
de la construction de las mismas y vigilar su<br />
mantenimiento y buena opera&n, con el objet0 de<br />
que el programa funcione y no fracase por abandon0<br />
de alguna plan&, ante un daiio facilmente reparable<br />
o falta de repuestos; para esto la Direccidn de<br />
Electrification Rural debera disponer de un equip0<br />
de vigilancia periodica de rutina a las centrales; solo<br />
sobre la existencia de un cuadro de esta naturaleza,<br />
podtia INECEL asegurar que la financiacion hecha<br />
para estas centrales pueda ser devuelta sin<br />
contratiempos.<br />
La financiacion de INECEL podtia ser otorgada a<br />
aquellos organismos que tienen que ver con el<br />
bienestar de la <strong>com</strong>unidad. Financiacion para auto-<br />
production, finqueros, fgbricas, etc. por el moment0<br />
no se debera considerar. El contrato de financia-<br />
miento debera estipular lz obligatoriedad de<br />
fidei<strong>com</strong>isar 10s ingresos provenientes de la venta de<br />
energia, luego de deducir 10s gastos de manteni-<br />
miento (que son minimos), y el derecho de INECEL<br />
para contrclar la fijacion de la tarifa de la venta de<br />
energia a 10s consumidores.<br />

In view of the small size of these powerplants,<br />
their localized and limited objectives, and the cur-<br />
rent philosophy favoring energy conservation, it<br />
seems that such a program also falls within the<br />
framework of focal and private initiative and con-<br />
stitutes a method of supply which conforms to<br />
the present policy of utilization of non-<br />
conventional energy source, solar, wind, etc. An<br />
open policy, therefore, especially for the mini-<br />
power generating plants, appears to be the most<br />
appropriate.<br />
Nevertheless, this change ir the traditional<br />
monopolistic conception of electric power<br />
generation by specialized state agencies requires<br />
a promotion and diffusion of technology *which<br />
constitutes the most difficult and interesting part<br />
of the program and which, no doubt, has to be<br />
the responsibility of these agencies. Undre solu-<br />
tion No. 4, INECEL, through its Rural E!ectrifica-<br />
tion Board, should promote the construction of<br />
small powerplants to serve rural <strong>com</strong>munities<br />
and induce farm owners, small artisans, etc., to<br />
install mini-powerplants and to be<strong>com</strong>e<br />
autonomous energy producers; INECEL should<br />
assist in the design, equipment selection and<br />
supervision of the construction of these plants<br />
and monitor their maintenance and problem-free<br />
operation to insure that the program works<br />
smoothly and does not fail due to the abandon-<br />
ment of a powerplant because of an easily<br />
repairable breakdown or the lack of spare parts.<br />
To do this, the Rural Electrification Board should<br />
have a team to monitor the powerplants<br />
periodically and rautinely. Only through such an<br />
arrangement can INECEL guarantee that the<br />
funds invested in these plants will be repaid<br />
without difficulties. INECEL financing could be<br />
granted to those organizations interested in the<br />
welfare of the <strong>com</strong>munity. For the time being,<br />
consideration should not be given to financing<br />
projects for autonomous production, farms, fac-<br />
tories, etc. The financial contract should<br />
stipulate the obligation to put revenues from the<br />
sale of power into a trust fund, after deducting<br />
maintenance expenses (which are minimal) and<br />
INECEL’s right to control the determination of<br />
the price for power sold to consumers.
