Es necesario sin embargo advert+, que este viraje
en la traditional conception monopolistica de la
generation electrica por organismos especializados
de1 E&ado, requiere una promotion y divulgacion de
la tecnologia que verdaderamente constituye la parte
mas difkil e interesante de1 programa, que desde
luego tiene que ser de responsabilidad de estos. En la
solution No. 4 INECEL por medio de su Direction
de Electrificaci6n Rural debera promover la construc-
cion de estas pequeiias centrales para servicio de las
localidades r-wales e incitar a 10s duenos de fincas,
pequenos artesanos, etc. a in&alar mini-centrales y
constituirse en autoproductores; INECEL debera
asistir en el disefio, selection de1 equip0 y supervision
de la construction de las mismas y vigilar su
mantenimiento y buena opera&n, con el objet0 de
que el programa funcione y no fracase por abandon0
de alguna plan&, ante un daiio facilmente reparable
o falta de repuestos; para esto la Direccidn de
Electrification Rural debera disponer de un equip0
de vigilancia periodica de rutina a las centrales; solo
sobre la existencia de un cuadro de esta naturaleza,
podtia INECEL asegurar que la financiacion hecha
para estas centrales pueda ser devuelta sin
contratiempos.
La financiacion de INECEL podtia ser otorgada a
aquellos organismos que tienen que ver con el
bienestar de la comunidad. Financiacion para auto-
production, finqueros, fgbricas, etc. por el moment0
no se debera considerar. El contrato de financia-
miento debera estipular lz obligatoriedad de
fideicomisar 10s ingresos provenientes de la venta de
energia, luego de deducir 10s gastos de manteni-
miento (que son minimos), y el derecho de INECEL
para contrclar la fijacion de la tarifa de la venta de
energia a 10s consumidores.

In view of the small size of these powerplants,
their localized and limited objectives, and the cur-
rent philosophy favoring energy conservation, it
seems that such a program also falls within the
framework of focal and private initiative and con-
stitutes a method of supply which conforms to
the present policy of utilization of non-
conventional energy source, solar, wind, etc. An
open policy, therefore, especially for the mini-
power generating plants, appears to be the most
appropriate.
Nevertheless, this change ir the traditional
monopolistic conception of electric power
generation by specialized state agencies requires
a promotion and diffusion of technology *which
constitutes the most difficult and interesting part
of the program and which, no doubt, has to be
the responsibility of these agencies. Undre solu-
tion No. 4, INECEL, through its Rural E!ectrifica-
tion Board, should promote the construction of
small powerplants to serve rural communities
and induce farm owners, small artisans, etc., to
install mini-powerplants and to become
autonomous energy producers; INECEL should
assist in the design, equipment selection and
supervision of the construction of these plants
and monitor their maintenance and problem-free
operation to insure that the program works
smoothly and does not fail due to the abandon-
ment of a powerplant because of an easily
repairable breakdown or the lack of spare parts.
To do this, the Rural Electrification Board should
have a team to monitor the powerplants
periodically and rautinely. Only through such an
arrangement can INECEL guarantee that the
funds invested in these plants will be repaid
without difficulties. INECEL financing could be
granted to those organizations interested in the
welfare of the community. For the time being,
consideration should not be given to financing
projects for autonomous production, farms, fac-
tories, etc. The financial contract should
stipulate the obligation to put revenues from the
sale of power into a trust fund, after deducting
maintenance expenses (which are minimal) and
INECEL’s right to control the determination of
the price for power sold to consumers.
