el hecho de ser una aportacidn directa de1 mismo con-<br />
sumidor, tiene psicologicamente un derecho a ser<br />
retribuido con la misma instalacidn de servicio que<br />
constituye algo tangible y personal.<br />
De alli que <strong>com</strong>a conclusion sobre la posibilidad de<br />
otra Fuente de Recursos Financieros, podemos<br />
advertir que para un programa de mini-centrales y<br />
de pequefio tamaiio, la contraparte local a ser<br />
obtenida por metodos indirectos <strong>com</strong>a 10s arriba in-<br />
dicados no parece ser suficiente, por lo que deberia<br />
buscarse para este programa la maxima financiacion<br />
externa tanto para el equipo, <strong>com</strong>a para las obras<br />
civiles.<br />
Para tener una idea de la magnitud de1 costo actual<br />
de centrales de mediano tamtio vamos a detallar a<br />
continuation las caracteristicas principales y costos<br />
de1 equip0 y obras civiles de cinco cent&es que IN-<br />
ECEL tiene en estudio preliminar, con grupos de<br />
capacidades entre 2.500 y 400 kW.<br />
Estos costos dan un valor por kW instalado de<br />
US$1.192; 1.466; 1.920; 2.200 y 2.700 respectiva-<br />
mente, lo que indica un fuerte encarecimiento de las<br />
obras conforme disminuye la capacidad de la central,<br />
advirtiendose adem& que el rubro que encarece la<br />

Of the three funds mentioned above, it appears<br />
that the first may be the only one applicable as<br />
counterpart in mini and small powerplant con-<br />
struction programs, since the second is more ap-<br />
propriate for the development of grid systems<br />
and substations, and the third, since it<br />
represents a direct contribution from the con-<br />
sumer, appears at least psychologically earmark-<br />
ed for reinvestment in the installation of services<br />
which constitute a tangible and personal benefit<br />
for the consumer.<br />
In conclusion, as regards the possibility of us-<br />
ing another source of financial resources for a<br />
mini and small powerplant construction program,<br />
the local coun;erpart obtainable through indirect<br />
methods such as those mentioned above does<br />
not appear sufficient. For this reason, maximum<br />
external financing should be sought for this pro-<br />
gram both for equipment and for civil works.<br />
To give an idea of the magnitude of current<br />
costs of medium-sized powerplants, we detail<br />
below (Figure 1) the main characteristics and<br />
costs of equipment and civil works for five<br />
powerplants that INECEI.. has under preliminary<br />
consideration, with groups ranging in capacity<br />
from 400 to 2,500 kW.<br />
