La provision de electricidad a areas rurales es un<br />
problema que debe ser considerado de manera in-<br />
tegral en context0 de lo que esti ocurriendo en un<br />
area al presente y lo que pudiera suceder si se in-<br />
stalara la electricidad. Este es el mensaje que<br />
Eduardo Moran present6 a la Conferencia. El<br />
bosquejo cuatro objetivos que se deben considerar en<br />
tales proyectos,<br />
La realidad national de1 kea rural esti represen-<br />
tada por una dispersion grande de sus pobladores en<br />
agrupaciones de menos de 500 habitantes, la cual no<br />
ha permitido que estos obtengan 10s beneficios<br />
derivados de1 desarrollo economico de 10s irtimos<br />
anos, y de la energia electrica en particular. Esta<br />
u.ltima situation se agrava debido a la imposibilidad<br />
de dar servicio electrico mediante la extension de 10s<br />
sistemas centralizados.<br />
Por lo tanto, en el Ecuador a menos que se em-<br />
prenda con un programa de electrificacibn rural en<br />
gran escala basado en sistemas descentralizados, e<br />
seguira marginando de1 desarrollo economico y social<br />
a un prorcentaje elevado de sus poblados.<br />
Con esta realidad en mente, el gobierno, a traves<br />
de sus organismos especializados de planeacion y<br />
ejecucion de programas de energia electrica <strong>com</strong>a son<br />
INE e INECEL, ha emprendido la realizacibn de un<br />
programa de mini y microgeneracion que permitira<br />
hater realidad 10s siguientes objectives, 10s cuales<br />
concuerdan con 10s objetivos de1 plan de desarrollo<br />
national.<br />
1. Dotaci6n de energia para hater posible el<br />
desarrollo integral de un gran nlimero de<br />
<strong>com</strong>unidades, y/o asentamientos rurales,<br />
especialmente 10s marginados de1 bienestar<br />
socio-econ6mico.<br />
La energia <strong>com</strong>a factor de desarrollo integral, tiene<br />
una conception diferente al que ha venido emplean-<br />
dose en nuestros paises. Esta nueva conception im-<br />
plica el tratar toda. la estrwtura social, economist,<br />
cul-iural y fkica de un asentamiento human0 <strong>com</strong>a un<br />
siswma integrado, en el que para incluir el factor<br />

The provision of electricity to rural areas is a<br />
problem best considered in the context of what<br />
is currently occurring in an area and what might<br />
happen if electricity is installed. This is the<br />
message Eduardo Moran presented at the Con-<br />
ference. He outlined four objectives that should<br />
be considered in such projects.<br />
The reality of Ecuador’s rural areas is<br />
represented by a dispersion of the population in<br />
groupings of 500 or less. This has not permitted<br />
them to obtain the benefits derived from the<br />
economic development of the last few years, and<br />
in particular, electric power. This situation is<br />
serious due to the impossibility to provide<br />
electrical service by extension of centralized<br />
systems. Therefore, Ecuador will continue to pro-<br />
vide marginal service to a high percentage of its<br />
villages unless we embark in a large scale rural<br />
electrification program based on decentralized<br />
systems.<br />
The government, keeping this reality in mind,<br />
working through its specialized agencies for plan-<br />
ning and implementation of electric power pro-<br />
grams, such as the lnstituto <strong>National</strong> de Energia<br />
(INE) and the lnstituto Ecuatoriano de Electrifi-<br />
cation (INECEL). has initiated the development of<br />
a program of mini and microgeneration to ac-<br />
<strong>com</strong>plish the following objectives in line with the<br />
national development plan.<br />
1. Provide energy to facilitate integrated<br />
development of a great number of <strong>com</strong>-<br />
munities and/or rural settlements,<br />
especially those marginal to the socio-<br />
economic welfare.<br />
Energy as a factor in integrated development<br />
has a different philosophy than what has been<br />
<strong>com</strong>mon practice in our countries. This new con-<br />
ception establishes the need to study the whole<br />

To be able to study the impact of electrification
