elementos identificables (cada institucidn 1 y 2,<br />

miras al desarrollo de1 programa. El concept0 in-<br />

tuitivo de coordination, equivale al establecimiento<br />

de instituciones <strong>com</strong>a vinculo, entre actividades e in-<br />

El objet0 de1 desarrollo de microcentrales<br />

hidraulicas constituye la diseminacion de tales<br />

unidades, en el area rural, a fin de producir energfa<br />

eiecirica, con dos fines fundamentales:<br />

0 El mejoramiento de la productividad rural, me-<br />

diante el servicio electrico, en actividades y pro-<br />

cesos, donde se hate necesaria y en otros, en que<br />

results <strong>com</strong>petitiva con otras fuentes renovables.<br />

Las aplicaciones principales, en base a la experien-<br />

cia en otros pafses en desarrollo, son la irrigation y<br />

el procesamiento de productos agr5colas.3<br />

0 El mejoramiento de la calidad de vida de 10s<br />

habitantes de1 area rural a traves de1 establecimien-<br />

to, o mejoramlerlto, de servicios publicos, tales<br />

<strong>com</strong>a salud, education, <strong>com</strong>unicacion, etc., y de las<br />

condiciones individuales de1 hogar, particularmente,<br />

en iluminacion.<br />

El desarrollo integrado, supone que las acciones<br />

sectoriaies armonizan con ei resto, y desbordan su<br />

efecto sectorial. En tales condiciones, 10s vinculos<br />

ma.3 significativos de1 presente programa, se refieren<br />

al desarrollo tecnologico e industrial y al desarrollo<br />

<strong>com</strong>unitario.<br />

El esfuerzo de1 desarrollo ticnico industrial, re-<br />

quiere la definition de politicas que institucionalicen<br />

tanto la investiga,cion, conducente a la optimization<br />

de 10s desefios, normalization, procedimientos de<br />

fabricacibn, asf <strong>com</strong>a el fortalecimiento y financiacion<br />

de empresas de production y mantenimiento de<br />

equipos, de diversas escalas y con unit distribution,<br />

geogrticamente descentralizadas, coincidente con !a<br />

politica de creation de polos de desarrollo industrial.4<br />

The model is based on premises such as the<br />

following:<br />

- An Institutional infrastructure, though in-<br />

<strong>com</strong>plete, is available on a sharing base<br />

(list of institutions 1 and 2, provided for the<br />

operation of the algorithm and the coor-<br />

dinator). This is in line with Peter Drucker’s<br />

Organizational Concepts2.<br />

- The infrastructure is widespread and it con-<br />

tains identifiable elements (each available<br />

institution 1 and 2).<br />

- Coordination of the elements is feasible and<br />

in line mith program development. The in-<br />

tuitive concept of coordination is equivalent<br />

to the establishment of institutions 2 as<br />

links between activities and institutions 1<br />

as described in the model.<br />

Microhydropower Plant <strong>Program</strong><br />

Objectives and Politics Involved<br />

The purpose of the development of<br />

microhydroelectric plants is the dissemination of<br />

such units to provide electric power with two<br />

main objectives:<br />

- Improvement of the rural productivity by<br />

means of electrification of activities and<br />

processes where necessary and, in other<br />

cases, where the results are <strong>com</strong>petitive<br />

with other renewable sources. The main ap-<br />

plications, based on the experience of other<br />

countries undergoing development, are ir-<br />

rigation and processing of agricultural pro-<br />

ducts.3<br />

- Improvement of the quality of life of the<br />

rural population by means of the establish-<br />

ment or improvement of public services to<br />

influence sanitation, education, <strong>com</strong>munica-<br />

tion, etc., and improve the living conditions<br />

within the home, principally, illumination.<br />

An integrated development presupposes that<br />

the sector activities harmonize with the rest and<br />

that the effects go beyond the sector. In such<br />

conditions, the most significant relationships are<br />

those with the technical and industrial develop-<br />

ment sector as well as the <strong>com</strong>munity develop-<br />

ment.<br />

dardization, manufacturing procedures, as well<br />
