Objetivo 3;’ Envolventes Politicas
El objet0 de1 desarrollo de microcentrales
hidraulicas constituye la diseminacion de tales
unidades, en el area rural, a fin de producir energfa
eiecirica, con dos fines fundamentales:
0 El mejoramiento de la productividad rural, me-
diante el servicio electrico, en actividades y pro-
cesos, donde se hate necesaria y en otros, en que
results competitiva con otras fuentes renovables.
Las aplicaciones principales, en base a la experien-
cia en otros pafses en desarrollo, son la irrigation y
el procesamiento de productos agr5colas.3
0 El mejoramiento de la calidad de vida de 10s
habitantes de1 area rural a traves de1 establecimien-
to, o mejoramlerlto, de servicios publicos, tales
coma salud, education, comunicacion, etc., y de las
condiciones individuales de1 hogar, particularmente,
en iluminacion.
El desarrollo integrado, supone que las acciones
sectoriaies armonizan con ei resto, y desbordan su
efecto sectorial. En tales condiciones, 10s vinculos
ma.3 significativos de1 presente programa, se refieren
al desarrollo tecnologico e industrial y al desarrollo
comunitario.
El esfuerzo de1 desarrollo ticnico industrial, re-
quiere la definition de politicas que institucionalicen
tanto la investiga,cion, conducente a la optimization
de 10s desefios, normalization, procedimientos de
fabricacibn, asf coma el fortalecimiento y financiacion
de empresas de production y mantenimiento de
equipos, de diversas escalas y con unit distribution,
geogrticamente descentralizadas, coincidente con !a
politica de creation de polos de desarrollo industrial.4
The model is based on premises such as the

Microhydropower Plant Program
Objectives and Politics Involved
The purpose of the development of
microhydroelectric plants is the dissemination of
such units to provide electric power with two
main objectives:
- Improvement of the rural productivity by
means of electrification of activities and
processes where necessary and, in other
cases, where the results are competitive
with other renewable sources. The main ap-
plications, based on the experience of other
countries undergoing development, are ir-
rigation and processing of agricultural pro-
ducts.3
- Improvement of the quality of life of the
rural population by means of the establish-
ment or improvement of public services to
influence sanitation, education, communica-
tion, etc., and improve the living conditions
within the home, principally, illumination.
An integrated development presupposes that
the sector activities harmonize with the rest and
that the effects go beyond the sector. In such
conditions, the most significant relationships are
those with the technical and industrial develop-
ment sector as well as the community develop-
ment.
The technical industrial development requires
political definitions to institutionalize both the
research conducive to optimizing designs, stan-
dardization, manufacturing procedures, as well
a= the support and financing of production enter-
