han transcurrido antes de poder disponer de la infor-<br />

macion b&ica, la misma que debemos elaborarla para<br />

poder utilizaria. El tipo de information que hemos re-<br />

querido es la correspondiente a la hidroldgica y<br />

meteorologica de las diversas regiones.<br />

Como lo hemos anotado anteriormente, el pro-<br />

grama ha sido dividido en un bioque de reubicacidn y<br />

otro de instalacion de nuevas centrales. En el un<br />

case ha sido necesario realizar unit encuesta para<br />

determinar las caracteristicas de 10s equipos ex-<br />

istentes, trabajo que ha sido realizado par la Division<br />

de Electrificaci6n Rural de INECEL; en el otro, de<br />

las nuevas centrales, hemos recurrido a 10s<br />

fabricantes y proveedores de equipos.<br />

El problem Glgido de esta fase de investigation<br />

preliminar es el de la definition de prioridades.<br />

Evidentemente, la demanda de servicio es mayor que<br />

la capacidad fisica y economica de1 programa, motivo<br />

por ol cual ha sido necesario establecer criterios que<br />

ayuden a la selection de 10s proyectos que seran<br />

atendidos. Desde el punto de vista de 10s usuarios ex-<br />

igimos la implementation de una organization de la<br />

<strong>com</strong>unidad y la formulation de programas de desar-<br />

rollo. Estas exigencias nuestras deben incidir in-<br />

clusive en 12 modification de <strong>com</strong>portamientos<br />

sociales pues 10s dirigentes y lideres de las <strong>com</strong>-<br />

unidades deberan pensar en proponer programas<br />

<strong>com</strong>pletes de trabajo y <strong>com</strong>prometerse a llevarlos 2<br />

cabo cuando cuenten con el poder de decision que lo<br />

permita.<br />

El criteria en cuanto al recurso se refiere consiste<br />

en la verificacidn de la existencia de1 minim0 in-<br />

dispensable para llevar a cabo las necesidades<br />

programadas.<br />

Investigacih Thnica<br />

La secuencia logica de la etapa anterior, en la cu21<br />

hemos definido 10s lugares que ser&n atendidos con<br />

nuestros proyectos, es la de conception y dimensiona-<br />

miento de las obras. Como primera actividad basica<br />

hemos previsto la elaboration de un manual de<br />

disefio y de normas de construcion. Nuestra idea es<br />

la de estandarizar criterios que nos permitan simpli-<br />

ficar, de acuerdo a las caractetisticas de cada proyec-<br />

to, 10s procesos de estudio. Asi, es necesario<br />

establecer una metodologfa de estudios de la<br />

hidrologia de 12 zona que obedezca a las dimensiones<br />

Rural Marginal (FODERUMA) en el cual nuestra<br />

precision de 10s resultados concordante con 12<br />

Rural Electrification Division of INECEL. In the<br />

other case, the new installations part of the pro-<br />

gram, we requested information from manufac-<br />

turers and equipment suppliers.<br />

A big problem encountered in the preliminary<br />

phase is the determination of priorities. Bbvious-<br />

ly, the demand for service is greater than the<br />

physical and economic capability of the program.<br />

For this reason, we established criteria to<br />

prioritize the projects selected. From the con-<br />

sumer standpoint, we require a <strong>com</strong>munity<br />

organization and a development program, in-<br />

cluding modification of social behavior. This will<br />

require that <strong>com</strong>mu “y leaders develop pro-<br />

posals for <strong>com</strong>plete programs and <strong>com</strong>mit<br />

themselves to implementation as soon as they<br />

have the means for decisionmaking.<br />

in terms of the resources, the criterion requires<br />

the verification of minimum resources to enable<br />

implementation of the program.<br />

Technical Research<br />

In logical sequence with the previous stage of<br />

prioritizing the projects, is the design of the in-<br />

stallations. As a key activity, we have provided<br />

for the preparation of a design and construction<br />

manual. It is our intention to establish standard<br />

criteria to simplify the process of studying each<br />

project in line with its individual characteristics.<br />

Thus, it is necessary to establish a methodology<br />

for the hydrological study of the area in line with<br />

the characteristics of the region. This will permit<br />

a degree of accuracy in the calculations con-<br />

gruent with the magnitude of the insta!lations<br />

and the quality of existing information.<br />

It is our intention to seek an adequate<br />

technology so the engineering work may be<br />

transformed into analytical labor, disregarding<br />

the routine cases. Therefore, we need to obtain a<br />

study and design package which may contain a<br />

<strong>com</strong>puter program to facilitate processing stan-<br />

dard solutions in line with the individual<br />

characteristics if each project. The solutions<br />

should optimize the utilization of resources and<br />

be harmonious with the local infrastructure.<br />

Another important aspect is the equipment<br />

study to define the distinction between relocation<br />

and new installations. In the relocation projects,<br />

there is a need to establish minumum investment<br />

criteria and <strong>com</strong>patibility with the demand condi-<br />
