poder utilizaria. El tipo de information que hemos re-
querido es la correspondiente a la hidroldgica y
meteorologica de las diversas regiones.
Como lo hemos anotado anteriormente, el pro-
grama ha sido dividido en un bioque de reubicacidn y
otro de instalacion de nuevas centrales. En el un
case ha sido necesario realizar unit encuesta para
determinar las caracteristicas de 10s equipos ex-
istentes, trabajo que ha sido realizado par la Division
de Electrificaci6n Rural de INECEL; en el otro, de
las nuevas centrales, hemos recurrido a 10s
fabricantes y proveedores de equipos.
El problem Glgido de esta fase de investigation
preliminar es el de la definition de prioridades.
Evidentemente, la demanda de servicio es mayor que
la capacidad fisica y economica de1 programa, motivo
por ol cual ha sido necesario establecer criterios que
ayuden a la selection de 10s proyectos que seran
atendidos. Desde el punto de vista de 10s usuarios ex-
igimos la implementation de una organization de la
comunidad y la formulation de programas de desar-
rollo. Estas exigencias nuestras deben incidir in-
clusive en 12 modification de comportamientos
sociales pues 10s dirigentes y lideres de las com-
unidades deberan pensar en proponer programas
completes de trabajo y comprometerse a llevarlos 2

permita.
El criteria en cuanto al recurso se refiere consiste
en la verificacidn de la existencia de1 minim0 in-

Investigacih Thnica
La secuencia logica de la etapa anterior, en la cu21

disefio y de normas de construcion. Nuestra idea es
la de estandarizar criterios que nos permitan simpli-
ficar, de acuerdo a las caractetisticas de cada proyec-
to, 10s procesos de estudio. Asi, es necesario
establecer una metodologfa de estudios de la
hidrologia de 12 zona que obedezca a las dimensiones
Rural Marginal (FODERUMA) en el cual nuestra
precision de 10s resultados concordante con 12

ly, the demand for service is greater than the
physical and economic capability of the program.
For this reason, we established criteria to
prioritize the projects selected. From the con-
sumer standpoint, we require a community
organization and a development program, in-
cluding modification of social behavior. This will
require that commu “y leaders develop pro-
posals for complete programs and commit
themselves to implementation as soon as they
have the means for decisionmaking.
in terms of the resources, the criterion requires
the verification of minimum resources to enable
implementation of the program.
Technical Research
In logical sequence with the previous stage of
prioritizing the projects, is the design of the in-
stallations. As a key activity, we have provided
for the preparation of a design and construction
manual. It is our intention to establish standard
criteria to simplify the process of studying each
project in line with its individual characteristics.
Thus, it is necessary to establish a methodology
for the hydrological study of the area in line with
the characteristics of the region. This will permit
a degree of accuracy in the calculations con-
gruent with the magnitude of the insta!lations
and the quality of existing information.
It is our intention to seek an adequate
technology so the engineering work may be
transformed into analytical labor, disregarding
the routine cases. Therefore, we need to obtain a
study and design package which may contain a
computer program to facilitate processing stan-
dard solutions in line with the individual
characteristics if each project. The solutions
should optimize the utilization of resources and
be harmonious with the local infrastructure.
Another important aspect is the equipment
study to define the distinction between relocation
and new installations. In the relocation projects,
there is a need to establish minumum investment
criteria and compatibility with the demand condi-
