yectos en pequefia escala (menos de 1 MW.<br />

Los impactos ambientales de las plantas de energia<br />

hidroektrica de pequefia escala pueden ser<br />

separados en aquellos asociados con el desarrollo de1<br />

lugar y aquellos asociados con la operacibn de las<br />

facilidades.<br />

Construcci6n<br />

Los m&s serios impactos de1 desarrollo de1 lugar<br />

son asociados con la construcci6n de un dique de con-<br />

tensi6n. Aqti el efecto total significativo es el cambio<br />

permanente de1 ambiente de habitacidn acktica de<br />

las corrientes que fluyen a un reservorio y la inun-<br />

daci6n de la habitaci6n terrestre ssociada con la cor-<br />

riente. Esto resulta en cambios en 10s sistemas<br />

ecokgicos - insectos acu6ticos, invertebrados,<br />

plantas vasculares, algas, y cambios en 10s peces de<br />

10s asociados con una corriente de aqua fresca, que<br />

eorre con velocidad a aquellos que viven mejor en<br />

ambientes relativamente tibios, <strong>com</strong>a 10s ambientes<br />

de un lago estitico. El dique tambien sirve <strong>com</strong>a<br />

bloqueo para las especies migratorias que viajan para<br />

arriba y abajo en la corriente.<br />

Otros impactos derivados de la construccidn<br />

incluyen el desarrollo de un camino al lugar, aunque<br />

bksico, para el movimiento de equipos y suministros<br />

y de la generaci6n de tide y polvareda durante la<br />

construcci6n. El efecto general de estos tipos de<br />

actividades es que espanta la vida silvestre, la cual<br />

puede no retornar, dependiendo de1 grado en que se<br />

perturba la vivienda.<br />

El impact0 m&s significativo de la construcci6n<br />

sobre recursos acu%ticos es la introducci6n de<br />

sediment0 en la corriente. La extensidn y tipo de1<br />

impact0 dependerg de las caracterkticas de la cor-<br />

riente, la geologia que la rodea y el tipo de suelo.<br />

Las corrientes que correc con velocidad en tieas<br />

de alta caida que recibe cargas de sediment0 muy<br />

fino transportar&n el material hasta que la velocidad<br />

de la corriente disminuya bastante <strong>com</strong>a para que se<br />

asiente, digamos en una porci6n amplia y profunda<br />

de la corriente o en la confluencia de una corriente<br />

grande que se mueva m& lentamente. Los sedi-<br />

mentos en suspensi6n causan turbidez, la cual,<br />

ademas de ser antiestktica, puede reducir la<br />

penetrack de la luz y la productividad prirnaria. La<br />

sedimentaci6n puede tambien introducir nutrientes,<br />

materia orggnica, y a veces substancias t6xicas tales<br />

activities is to frighten away wildlife, which may<br />

or may not return, depending on the degree of<br />

habitat disturbance.<br />

The most significant water resource impact of<br />

construction is the introduction of sediment into<br />

a stream. The extent and the type of impact will<br />

depend upon stream characteristics, surrounding<br />

geology and soil type.<br />

Swiftly moving streams in areas of high head<br />

that receive loads of very fine sediment will<br />

transport the material until the stream velocity<br />

slows enough for it to settle out, say at a wide<br />

and deep portion of the stream or at the con-<br />

fluence of a large slower moving stream.<br />

Suspended sediments cause turbidity, which, in<br />

addition to being aesthetically displeasing, can<br />

reduce light penetration and primary productivity.<br />

Sedimentation can also introduce nutrients,<br />

organic matter, and sometime toxic substances<br />

such as pesticides into receiving waters,<br />

depending on the source. These materials, and<br />

reduced primary productivity, often cause deple-<br />

tion of oxygen downstream from construction<br />

sites.<br />

Deposition of suspended solids can eliminate<br />

certain benthic <strong>com</strong>munities by burying plants<br />

and animals, altering the substrate, and clogging<br />

gills and food-collecting structures of aquatic<br />

insects. Adverse impacts to fish result from (1)<br />

damage and thickening of gill epithelia, causing<br />

impaired respiratory and salt-regulatory function;<br />

(2) reduction in resistance to other stresses such<br />

as disease, toxic chemicals, reduced dissolved<br />

oxygen, and increased temperature; (3) reduced<br />

food availability and impaired feeding behavior;<br />

(4) depressed growth rates; and (5) potential<br />

reduc,tion in reproductive capability caused by<br />

previously maintained blocked migration, siltation<br />

of sp;lwning beds, suppression of breeding<br />

behavior, and by increased egg mortalities due to<br />

burial and reduced disso!ved oxygen availability.<br />

There are other dam related potential impacts.<br />

Evaporation, seepage, dam safety and schisto-<br />

somiasis are some of the issues that should be<br />

addressed in planning. There will be an increase<br />

in loss of water through the increased<br />

surface area of a reservoir, particularly<br />

in zones of high solar incidence. There<br />

may also be loss of reservoir water through<br />

seepage into groundwater supplies, depending on<br />

amounts of humus, sand and clay in the soil type<br />

and porosity of the geologic substrata. The<br />

security of the dam against sabotage, tampering<br />
