PROTECTION OF ROMANI LANGUAGE AND CULTURE<br />

IN INTERNATIONAL DOCUMENTS<br />

Summary<br />

Political changes in Europe in the last decades of the twentieth century encouraged the<br />

process of adopting international instruments of minority protection and cultural diversity.<br />

International Roma organizations, for the first time in European history, entered the<br />

international stage as a subject in the process of European integration. Among scholars<br />

and researchers across Europe interest in studying the language, history and culture of<br />

Roma is growing, and a new scholarly discipline of Romology has developed. Major<br />

priorities in the improvement of the situation of Roma are primarily directed towards<br />

the goals of social integration and elimination of prejudices against Roma, which are<br />

expressed through various forms of Romophobia or anti-Gypsyism across Europe. The<br />

author discusses general principles of minority protection in Europe in the context of<br />

human rights, and highlights the position of the Roma community as a specific issue in<br />

the modern European system of minority protection. Primarily interested in the legal<br />

framework that can serve to protect and develop the Romani language at the international<br />

level, she focuses on the process of implementation of international documents of the<br />

Council of Europe, namely the Framework Convention for the Protection of National<br />

Minorities and the European Charter for Regional or Minority Languages. Although there<br />

are some conflicting views concerning the role of the Romani language as a cohesive element<br />

of Roma ethnic identity in expert circles and among some representatives of Roma<br />

organisations, they all agree that the provisions of the Charter related to the protection of<br />

non-territorial languages, particularly the recognition of these languages and protection<br />

against discriminatory treatment, are extremely important for further development of the<br />

Romani language.<br />
