indicator values, which are an indicator only of<br />

the volume of international arms transfers, not<br />

of the actual financial value of such transfers.<br />

Published reports of arms transfers provide partial<br />

information, as not all transfers are fully reported.<br />

The estimates presented are conservative and<br />

may understate actual transfers of conventional<br />

weapons.<br />

c The country of origin for many refugees is<br />

unavailable or unreported. These data may<br />

therefore be underestimates.<br />

d Calculated using the 2001–05 totals for all<br />

countries and nonstate actors with exports of major<br />

conventional weapons as defined in SIPRI <strong>2006</strong>b.<br />

e Data refer to the end of 2005 unless otherwise<br />

specified.<br />

f Estimate excludes certain parts of the country or<br />

some groups of internally displaced people.<br />
