Einige Experten sind sich nach dem Dayton-Abkommen einig, militärische Fragen
seien darin auf mittlere Sicht ungenügend geregelt. In der Tat sind einige Punkte
problematisch. Obgleich 1996 akzeptabel, präsentieren sich die Umstände heute
doch anders. Es wird in der Folge die Frage gestellt werden, „ob BiH tatsächlich zwei
Armeen benötigt oder man nicht vielmehr in die Richtung einer einzigen streben
sollte. (…) Nur eine integrierte BiH-Armee könnte in NATO/PfP-Strukturen
eingebunden werden. Überdies gibt es innerhalb der Föderationsarmee ebenfalls
Probleme. Insbesondere geht es dabei um die Formation zweier
Verteidigungsministerien, zweier Armeen mit parallelen Befehlsstrukturen und
Kommanden. Bloß ein Beispiel: in operativer Hinsicht hat der Kommandant keinen
Einfluß auf Kader und Einheiten der HVO - der Generalstab der Republik Kroatien
hat die militärische Befehlsgewalt.“ 1842
Die “Military Aspects of Implementing the Peace Agreement” ebenfalls im “English
only”-Wortlaut:
• “The peace agreement provides for the creation of an implementation force,
IFOR, under the command of NATO, which is headed by a U.S. general, and
with a grant of authority from the UN. The agreement also provides for the
withdrawal of UNPROFOR.
• IFOR’s mission will be to monitor and enforce compliance with the military
aspects of the settlement in an evenhanded manner. Its tasks will include
monitoring the cease-fire and separation of forces as well as controlling the
airspace over Bosnia and Herzegowina. It would be an active, robust force
capable not only of implementing a peace agreement but also of defending itself
vigorously under all circumstances.
• The agreement provides for the withdrawal of all other foreign forces from Bosnia
and Herzegowina within 30 days. It obliges the parties to complete withdrawal of
all their forces behind the agreed cease-fire line within 30 days. It establishes
demilitarized zones of separation, approximately two kilometers wide, on both
sides of the cease-fire line.
