T h e words no crime are t h e first important c l ue. You can<br />

be l ieves t h e act was illegal. T h e second part of t h e l ine<br />

discusses t h e Constitution, so (C) is c l ear l y a restatement<br />

of h er argument. C h oices (B) and (D) bot h make sense,<br />

T h e most common meaning of promote is to move up to<br />

a h ig h er position, rank, or job. T h is doesn't make sense,<br />

t h oug h , in t h e p h rase promote <strong>the</strong> general welfare.<br />

General welfare means t h e good of a ll peop l e. So<br />

(A), fur<strong>the</strong>r, makes t h e most sense because it represents an<br />

improvement or betterment of t h e condition of t h e peop l e.<br />

C h oices (B), organize, and (C), publicize, bot h cou<br />

app l y to t h e genera l we l fare but not as we ll as (A). T ld h ey<br />

refer more to t h e kind of promotion you wou ld d o wit<br />

a concert or sports event. C h oice (D), h<br />

commend, means<br />

praise, w h ic h d oes not make sense in t h is context because<br />

promote means to furt h er or continue a cause, not to judge<br />
