8th Joint Purchase: Student Monitors

Peking University, Beijing, Nov. 21th, 2007: An ordinary afternoon on Nov. 10th, in
the gymnasium of Beijing University of Posts and Telecommunications.
"Serial numbers for different commodities on this contract are missing", a student in
a white sports shirt handed over the contract to Wu Lan, director of the office of
Beijing Joint Food Procurement Center for Colleges and Universities.
"Serial Numbers are necessary." Said Wu Lan.
"Alright, I'll add it." Said a supplier, "You just won't let anything easily slip through."
The student named Zhao Jing is a member of the Rights and Interests Committee of
PKU as well as one of the monitors of this procurement, which was sponsored by
Beijing Joint Food Procurement Center for Colleges and Universities, and
undertaken by Beijing University of Posts and Telecommunications and Catering
Center of PKU.
There were nearly a hundred student monitors from different universities, including 9
PKU students made up of cafeteria monitors and members of the Rights and
Interests Committee of Peking University.
The first-time addition of student monitors, suggested by Catering Center of PKU,
was an effort aimed at a more transparent, standardized and publicized purchase
procedure, fighting against the non-standard operations in the past procurement,
most severely the inconsistency between contract prices and proposed prices.
The inconsistency came about when schools with larger purchase got lower contract
prices than proposed prices, undermining the fairness of the procurement.
"The addition resulted from considerations of the seriousness of the bidding. Under
the supervision of the student monitors, hopefully, everyone will respect the
fairness," stated Wu Lan.
