<strong>Peking</strong> <strong>University</strong>, Beijing, April 17th, 2007: P.J.W. Peters, management<br />

development consultant from Universiteit Utrecht visited <strong>Peking</strong> <strong>University</strong> and had a<br />

wide exchange <strong>of</strong> experience and views with deputy director <strong>of</strong> Office <strong>of</strong> Human<br />

Resources (<strong>PKU</strong>) Liu Gengnian concerning the management <strong>of</strong> human resources at<br />

both universities.<br />

Pr<strong>of</strong>. Liu first introduced to Peters the duties <strong>of</strong> the faculties at <strong>PKU</strong> and relevant<br />

policies concerning their promotion and salary. He noted that faculties at <strong>PKU</strong> are<br />

supposed to fulfill three duties, including teaching, research and service work. The<br />

service work is highly valued, and can be performed through doing administrative<br />

work, organize centers and institutions, etc. The promotion is decided by a teacher‘s<br />

teaching performance and research achievements. In terms <strong>of</strong> teaching<br />

performance, at the end <strong>of</strong> each course a teacher renders, he/she will be evaluated<br />

by students, and the result has much to do with his/her promotion and salary. At the<br />

same time, an annual work assessment is carried out at the end <strong>of</strong> every year, when<br />

teachers should report what research program they have engaged in throughout the<br />

year, what are their publications and achievements <strong>of</strong> the year, how much money<br />

they have got from society to university, and what service work they have done, such<br />

as journal writing and activity organization. The salary <strong>of</strong> the faculty is composed <strong>of</strong><br />

three parts, including the state salary, local tips and bonus. The bonus varies a great<br />

deal according to the achievements made by teachers. However, retired faculties<br />

receive no bonus, which means the amount <strong>of</strong> money they get may have a sharp<br />

decrease.<br />

In response to this salary dilemma, Peters mentioned the policy <strong>of</strong> salary at<br />

Universiteit Utrecht. The university saves part <strong>of</strong> the salary faculties earned, and give<br />

back to them when they are retired, so that they won‘t experience a sudden decrease<br />

in salary.<br />
