The more effective solution lies in the internal supervision from colleges and

Director Wu Lan explained that the limitation of time and energy made a systematic
training to the student monitors impossible. But Wu added that students could do
their job well by checking the consistency between contract prices and proposed
prices, since prices were the final reflection of impartiality in the procurement.

According to Wu Lan, the access to the procurement requires 3 licenses(namely
health license, business license, tax registration license) with a strength of a
registered capital of more than 500,000RMB. At the same time, suppliers of different
categories have different further requirements that, for instance, eggs vendors must
have home poultry breeding licenses and rice vendors must have rice production
licenses.
Besides, the procurement reached an agreement with the suppliers on price
adjustment in advance to prevent suppliers from changing the prices by their own
will, in order to protect the continuous purchase of large quantities from colleges and
universities. Only when the prices go beyond the range can the suppliers change
their prices, and the rates of change is strictly restricted.
