information, science, contingency, art, and integration.<br />

Mr. Li Junfeng, Deputy Director <strong>of</strong> the Energy Research Institute <strong>of</strong> China‘s National<br />

Development and Reform Commission (NDRC) gave an analysis <strong>of</strong> energy<br />

development problem in his keynote speech ―Outlook on New Energy Development.‖<br />

He affirmed the strength <strong>of</strong> China‘s wind-powered electricity generation and optical<br />

power generation in the world. He also pointed out that ―we cannot reach the goal in<br />

one step in developing low-carbon economy; neither can we develop high-carbon<br />

economy under the slogan <strong>of</strong> low-carbon economy.‖<br />

Mr. Zhou Fengqi, former Director <strong>of</strong> the Energy Research Institute <strong>of</strong> NDRC<br />

illustrated the relationship between climate change and low-carbon economy in his<br />

keynote speech. He analyzed the severe situation <strong>of</strong> global warming with the IPCC<br />

report and marked out the climate issue China is facing, stressing the significance <strong>of</strong><br />

the development <strong>of</strong> low-carbon economy for energy security and environmental<br />

protection in China.<br />

Mr. Fang Chi, Deputy General Manager <strong>of</strong> Dongfeng Automobile Co., Ltd., gave a<br />

keynote speech on ―Outlook on New Energy Vehicles.‖ He laid emphasis on the<br />

current need <strong>of</strong> low-carbon development in the automobile industry. He said that<br />

China‘s automobile industry has been making great efforts to develop and bring into<br />

operation new energy vehicles but is also facing difficulties. At last, he gave his look<br />

ahead into the future development <strong>of</strong> companies with varied energy sources<br />

supported by the government.<br />

Member <strong>of</strong> the European Commission Wolfgang Pape addressed a keynote speech<br />

"EU SMEs and Green Development,‖ analyzing the policies <strong>of</strong> EU Small and<br />

Medium-sized Enterprises (SMEs) and the demand <strong>of</strong> a green growth, as well as the<br />

corresponding actions by the EU.<br />

Later, Pr<strong>of</strong>. Wang Jianguo acted as host <strong>of</strong> a roundtable talk with the theme ―Policy,<br />

Innovation, Management and the New Energy Vehicle Industry‖ on which the six<br />

guests held a spectacular discussion.<br />

In the panel discussion about ―Innovation and New Energy Vehicles,‖ Mr. Xu Jun,<br />

Section Chief <strong>of</strong> the Division <strong>of</strong> Resources and Environment under the Department <strong>of</strong><br />

Social Development <strong>of</strong> China‘s Ministry <strong>of</strong> Science and Technology, gave an<br />

analysis <strong>of</strong> the emission-reduction technology issue in his speech ―Differences<br />

among Recycling Economy, Low-carbon Economy and Green Economy,‖ along with<br />

General Manager <strong>of</strong> China Beijing Environment Exchange Mei Dewen‘s discussion<br />

<strong>of</strong> the relationship between carbon emissions and new energy vehicles, and Mr. Wu<br />

Zemin‘s introduction to the development and outlook <strong>of</strong> Dongfeng Automobile.<br />
