Abstract<br />

The study on Revitalizing the Philippine Army Reserve Officer Training Corps (ROTC) Program of Instruction<br />

(POI) in the Context of the Internal Peace and Security Plan (IPSP) reviewed related literature and secondary<br />

data; conducted key informant surveys among University of the Philippines Los Baños (UPLB) students and<br />

National Service Training Program (NSTP) Faculty from 13 regions of the Philippines; and, analyzed secondary<br />

and raw primary data using descriptive and quantitative (Chi-square test) procedures, on selected elements of<br />

National Security of the IPSP. The conclusions include: a) the PA ROTC POI can be revitalized by adjusting its<br />

hour allocations in consideration of the NSTP Common Module; and, b) the non-parametric quantitative test of<br />

significance using the Chi-square test affirmed significantly that aggregately the respondents’ suggested<br />

projects/activities on Ecological Balance, Cultural Cohesiveness, Moral-Spiritual Consensus and “Others” were<br />

moving towards a significant consensus that these suggested projects can revitalize the PA ROTC POI.<br />

Introduction<br />

Background of the Study<br />

The Students’ Transformation and Enrichment for Truth-Values Integration and Promotion (STET-VIP)<br />

Incorporated is a Non-Government Organization (NGO) duly accredited by the Philippine Commission on<br />

Higher <strong>Education</strong> (CHED), Department of National Defense (DND), and the Technical <strong>Education</strong> and Skills<br />

Development Authority (TESDA) to carry out the NSTP stipulated under Republic Act 9163. The NSTP is a<br />

program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics<br />

of service and patriotism while undergoing training in any of its three program components, namely: ROTC,<br />

Civic Welfare Training Service (CWTS), and Literacy Training Service (LTS). The ROTC as a component of<br />

the NSTP is “designed to provide military training to tertiary level students in order to motivate, train, organize,<br />

and mobilize them for national defense preparedness.” The PA Reserve Force Expansion Program of the Army<br />

Reserve Command (ARESCOM) considerably hinges on the ROTC enrollment. Thus, STET-VIP Inc.<br />

conducted this study in support of the Armed Forces of the Philippines (AFP) – IPSP “Bayanihan” and the<br />

ARESCOM PA Reserve Force Expansion Program by addressing the need to revitalize the ROTC POI and<br />

increase the ROTC enrollment.<br />

Statement of the Problem<br />

The main problem of the study is: What activities and projects can revitalize the PA ROTC POI to<br />

increase student enrollment? More specifically, the study sought to answer the following:<br />

• What activities/projects on ecological balance, cultural cohesiveness, and moral-spiritual consensus were<br />

suggested by the respondents for inclusion to the PA ROTC POI as perceived by UPLB students and NSTP<br />

faculty members from thirteen regions of the Philippines?<br />

• What other activities and projects did the respondents want to carry out aside from those pertaining to<br />

ecological balance, cultural cohesiveness, and moral-spiritual consensus?<br />

• Among the activities and projects identified by the respondents, what were the priority activities suggested<br />

by most respondents for each of the three elements of national security?<br />

• What were the significant differences between the responses of UPLB students and NSTP faculty members<br />

from thirteen regions of the Philippines?<br />
