61 Years since the End of the civil War in Greece (1946–1949) 285<br />

aid from fraternal communist parties in order to achieve the objectives. on<br />

the 11 th and 12 th of September, the third plenum of the Greek Communist<br />

party was held in yugoslavia, where the military forces would attend,<br />

setting the action plan entitled limnes (lakes). the plan included creating<br />

a regular army, the number of fighters to reach 50–60,000, to free northern<br />

Greece and thessaloniki, and fighting to expand throughout the country. 16<br />

In a letter dated 20 th of September 1947, zahariadis thanked the<br />

yugoslav Communist party for the support given to the Greek partisans,<br />

and among others asked that the yugoslav party to act so as the socialists<br />

states to recognize only the Greece Free.<br />

After the publication of the third plenary decisions, the newspaper<br />

rizospastis was closed, while the last issue appeared on the 18 th of october<br />

and new measures against the Communists were taken.<br />

In november 1947, zahariadis, after nearly six months, returned to<br />

Greece and settled in the mountains, where the Democratic headquarters<br />

was, in order to better coordinate the activity and the fight against rightwing<br />

forces.<br />

on the 24 th of December 1947, the radio station “Free Greece”, which<br />

had its headquarters in Belgrade, announced the creation of the “temporary<br />

Greek Democratic Government”, having as leader the General Markos. It<br />

was one of the most important actions of the Greek Communist party during<br />

the civil war. this was a challenge to the uS, which directly supported<br />

the government in Athens and a proof that behind this action the Soviet<br />

union lied. the uS and Britain have been pressing the socialist states not<br />

to recognize the provisional government.<br />

on the 28 th of December 1947, the Greek Communist party and other<br />

leftist organizations are outlawed, the communists acting from this point<br />

on, in heavy conditions of illegality.<br />

Markos’s government, which did not have an office, would send official<br />

letters to socialist states to establish friendly relations. In this framework,<br />

petros rusos, foreign minister of the provisional government, sent a letter<br />

on the 1 st of January 1948 to Ana pauker, Foreign Minister of romania. the<br />

answer came from the Foreign Ministry, but from the national Committee<br />

set to help the Greek people, the letter being signed by Gheorghe Apostol –<br />

president and Dumitru Iulian – General Secretary. 17<br />
