governing the city since numerous Aelii were found in philippopolis and<br />

its territory alongside the Flavii. Some of the latter might actually belonged<br />

to the thracian aristocracy romanized under the Flavii as we will note in<br />

the next section.<br />

the lack of any concrete evidence such as cursus honorum for<br />

promoting the roman veterans into different local governing structures in<br />

philippopolis would lead to the conclusion that the veterans had never been<br />

elected. But this is only at first glance. As one may observe after studying the<br />

inscriptions, many but not all of the magistrates hold roman names. Some<br />

of them are typically roman military names and the persons are actually<br />

descendents of the veterans. It seems that the promotion of the veterans and<br />

their descendents into the governing institution is to be done only by studying
