1. That the synod declare there are significant differences between the Roman Catholic understand<strong>in</strong>g of<br />

the Mass and the Reformed understand<strong>in</strong>g of the Lord s Supper.<br />

2. That synod declare Q. and A. 80 can no longer be held <strong>in</strong> its current form as part of our confession given<br />

our study of official Roman Catholic teach<strong>in</strong>g and extensive dialogue with official representatives of the<br />

Roman Catholic Church.<br />

3. Before supply<strong>in</strong>g our f<strong>in</strong>al response we would prefer to have the opportunity to discuss this issue with the<br />

other members of the DRC family of churches, with the Interdenom<strong>in</strong>ational Council (constitut<strong>in</strong>g churches:<br />

Reformed Churches <strong>in</strong> South Africa, Dutch Reformed Church, Nederduitsch Hervormde <strong>Kerk</strong>) as well as<br />

with the South African Bishops Conference of the Roman Catholic Church.<br />

4. In the light of po<strong>in</strong>t 3 above we would suggest that an <strong>in</strong>itial discussion on the matter take place at REC<br />

2005 but that a decision be postponed until REC 2009.<br />

3.3.1.4 Gesprek GER/ WARC oor naderbeweeg aan mekaar<br />

*1 Die GER het <strong>in</strong> 2005 besluit om n gesprek aan die gang te kry met WARC oor nouer bande en asook n<br />

formele verhoud<strong>in</strong>g te onderhandel wat selfs kan lei tot die GER as n onafhanklike entiteit <strong>in</strong> WARC:<br />

Besluit van die GER Julie 2005<br />

1. REC formally communicate to WARC its desire to engage <strong>in</strong> a mean<strong>in</strong>gful conversation that might lead<br />

both organizations to a more <strong>in</strong>tentionally closer relationship as already is demonstrated <strong>in</strong> present practice<br />

<strong>in</strong> <strong>in</strong>cidental cooperation, project cooperation, and even the potential for shar<strong>in</strong>g personnel.<br />

2. Upon receiv<strong>in</strong>g a positive response from WARC, the executive committee of REC be authorized to<br />

appo<strong>in</strong>t a committee of four (4) persons with the mandate to explore, and if appropriate negotiate, an<br />

agreement with WARC that will enhance a formal relationship:<br />

2.1 That could move REC toward be<strong>in</strong>g an affiliated entity with<strong>in</strong> WARC.<br />

2.2 That this relationship be one of <strong>in</strong>tentional cooperation and <strong>in</strong>terrelationship.<br />

2.3 That, at least at the general secretary and the executive committee level, there be regular consultation<br />

and collaboration.<br />

2.4 That, as much as is possible, REC and WARC function <strong>in</strong> a complementary and/or a possible jo<strong>in</strong>t<br />

manner.<br />

2.5 It is desirable that REC will cont<strong>in</strong>ue to exist and reta<strong>in</strong> its <strong>in</strong>dependence as an entity even with<strong>in</strong> the<br />

framework of WARC.<br />

2.6 That such an agreement allows adequate space for member churches of REC who are not WARCaffiliated<br />

to participate <strong>in</strong> REC or REC/WARC activities without requir<strong>in</strong>g WARC membership.<br />

2.7 That the committee of 4 REC representatives be composed as follows:<br />

2.7.1 The general secretary of REC.<br />

2.7.2 The President of the executive committee of REC.<br />

2.7.3 A representative of an REC member-church that is also a member of WARC.<br />

2.7.4 A representative of an REC member-church that is not presently a member of WARC.<br />

2.7.5 It is suggested that this committee of 4 be jo<strong>in</strong>ed by 4 WARC-appo<strong>in</strong>ted members to form one<br />

committee to develop a jo<strong>in</strong>t-proposal for <strong>in</strong>itial consideration by the respective executive committees no<br />

later than December 2006.<br />

3. That the f<strong>in</strong>al decision on specific timel<strong>in</strong>es, <strong>in</strong>ter-office arrangements, f<strong>in</strong>ancial details (if any), and<br />

organizational placement, be referred to the negotiat<strong>in</strong>g committee.<br />

4. That the expenses for the development of a proposal be respectively born by REC and WARC.<br />

5. That an extended* executive committee of REC be convened at such a time as a proposal is ready for<br />

formal consideration subject to the follow<strong>in</strong>g conditions:<br />

5.1 The proposal to be considered by an extended executive committee shall be received by each member<br />

church no later than 6 months before an extended executive committee is convened. No extended<br />

executive committee shall be convened later than 18 months prior to the next scheduled meet<strong>in</strong>g of the<br />

REC Assembly.<br />

5.2 The proposal must, <strong>in</strong> the sole judgment of the REC executive committee, be with<strong>in</strong> reasonable<br />

boundaries of the decisions of the Utrecht Assembly.<br />

6. That the executive committee shall provide a full report with recommendations to the next assembly.<br />

*An extended executive committee means the executive committee itself, the advisors, and not less than<br />

three representatives of member churches.<br />

*2. Spanne van die twee liggame het vanaf 30 Januarie 2006 tot 1 Februarie 2006 <strong>in</strong> Grand Rapids, VSA,<br />

vergader om aan die opdrag van die GER aandag te gee. Dr Kobus Gerber was deel van die span van die<br />

GER. Die onderhandelaars se voorstelle is aan lidkerke vir kommentaar gestuur word voordat n<br />

uitgebreide UK die voorstelle hanteer. Die f<strong>in</strong>ale voorstelle dien by die volgende Algemene Vergader<strong>in</strong>g van<br />

die GER.<br />
