purposes and functions of the WCC along the l<strong>in</strong>es suggested <strong>in</strong> paragraph 3.12; it has approved the<br />

outl<strong>in</strong>e of a new programme and management structure for the WCC; and it has mandated cont<strong>in</strong>ued study<br />

of both its styles of <strong>in</strong>ternal operation and the possibilities of wider ecumenical partnership.<br />

Chapter 1<br />

Introduction<br />

1.1 The fiftieth anniversary of the found<strong>in</strong>g of the World Council of Churches provides the member churches<br />

with an opportunity to reaffirm their ecumenical vocation and to clarify their common understand<strong>in</strong>g of the<br />

WCC.<br />

Chang<strong>in</strong>g contexts, endur<strong>in</strong>g commitments<br />

1.2 Through the WCC the churches have worked together, reflected together and worshipped together.<br />

Restless to grow together accord<strong>in</strong>g to the prayer of Jesus Christ that all may be one <strong>in</strong> order that the world<br />

may believe (John 17:21), they have been susta<strong>in</strong>ed by the assurance of God's purpose to unite all th<strong>in</strong>gs<br />

<strong>in</strong> Christ - th<strong>in</strong>gs <strong>in</strong> heaven and th<strong>in</strong>gs on earth (Ephesians 1:10). Although their common life has been<br />

tested dur<strong>in</strong>g this half century, the resolution expressed by the found<strong>in</strong>g Assembly at Amsterdam <strong>in</strong> 1948 -<br />

"We <strong>in</strong>tend to stay together" - has by God's grace been ma<strong>in</strong>ta<strong>in</strong>ed.<br />

1.3 As the member churches of the WCC seek together to discern the promises and challenges of a new<br />

century and a new millennium, the WCC and the ecumenical movement are pass<strong>in</strong>g through a period of<br />

uncerta<strong>in</strong>ty. There are signs of a weaken<strong>in</strong>g of ecumenical commitment, of a grow<strong>in</strong>g distance between the<br />

WCC and its member churches, and of a widespread perception among the young generation that the<br />

ecumenical movement has lost its vitality and does not provide relevant answers to the press<strong>in</strong>g problems<br />

of today. Internal factors are prevent<strong>in</strong>g many churches from ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g their level of f<strong>in</strong>ancial support,<br />

thus oblig<strong>in</strong>g the WCC to reduce its activities; and some member churches are experienc<strong>in</strong>g <strong>in</strong>ternal<br />

conflicts and even the threat of schism because of their participation <strong>in</strong> the ecumenical fellowship. All this<br />

gives added urgency to the effort of clarify<strong>in</strong>g a common understand<strong>in</strong>g of the WCC and its role with<strong>in</strong> the<br />

ecumenical movement.<br />

1.4 Nevertheless, some of the astonish<strong>in</strong>g changes <strong>in</strong> the Council and <strong>in</strong> the ecumenical movement dur<strong>in</strong>g<br />

these first fifty years should be recalled:<br />

1.4.1 the number of WCC member churches has more than doubled s<strong>in</strong>ce the Amsterdam Assembly;<br />

the Council today br<strong>in</strong>gs together churches of very diverse cultural backgrounds and Christian traditions,<br />

<strong>in</strong>clud<strong>in</strong>g Orthodox churches and churches from nearly every Protestant tradition;<br />

1.4.2 while nearly two-thirds of the churches which founded the WCC came from Europe and North<br />

America, nearly two-thirds of its member churches today come from Africa, Asia, the Caribbean, Lat<strong>in</strong><br />

America, the Middle East and the Pacific, mak<strong>in</strong>g the Council more truly a world body;<br />

1.4.3 the new councils of churches and other ecumenical bodies formed <strong>in</strong> many local, national and<br />

regional contexts have created a genu<strong>in</strong>ely worldwide ecumenical network of which the WCC is now an<br />

<strong>in</strong>tegral part;<br />

1.4.4 the Roman Catholic Church, which ma<strong>in</strong>ta<strong>in</strong>ed a deliberate distance from the ecumenical<br />

movement at the time of the found<strong>in</strong>g of the WCC, has become a full member of many national ecumenical<br />

bodies and of several regional ecumenical organizations and ma<strong>in</strong>ta<strong>in</strong>s regular work<strong>in</strong>g relationships with<br />

the WCC, especially through official membership of the Commission on Faith and Order;<br />

1.4.5 the participation of women <strong>in</strong> the life of the WCC has <strong>in</strong>creased and their voices have been<br />

strengthened <strong>in</strong> ecumenical gather<strong>in</strong>gs;<br />

1.4.6 an emerg<strong>in</strong>g common tradition of shared convictions on faith, life and witness has begun to<br />

enrich theological reflection undertaken from a strictly confessional perspective as the churches have<br />

drawn closer to each other through the WCC.<br />

1.5 The ecumenical process which led to the formation of the WCC was not only a response to the gospel<br />

imperative of Christian unity. It was also an affirmation of the call to mission and common witness and an<br />

expression of common commitment to the search for justice, peace and reconciliation <strong>in</strong> a chaotic, warr<strong>in</strong>g<br />

world divided along the l<strong>in</strong>es of race, class and compet<strong>in</strong>g national and religious loyalties.<br />

1.6 The past fifty years have posed severe tests to the <strong>in</strong>tention of this fellowship to witness credibly to the<br />

universality of Christ's church <strong>in</strong> a divided world and to God's purpose for the whole of humank<strong>in</strong>d. Often,<br />

the churches have been too much like the world, participat<strong>in</strong>g <strong>in</strong> its divisions, accept<strong>in</strong>g and sometimes<br />

even re<strong>in</strong>forc<strong>in</strong>g images of the other as the enemy. But at times, even <strong>in</strong> the darkest moments of the Cold<br />

War, WCC member churches and courageous women and men with<strong>in</strong> them have built bridges across<br />

ideological divides.<br />

1.7 In these five decades profound changes have taken place <strong>in</strong> the world as well as among the churches.<br />

The major problems have shifted, but not disappeared; and <strong>in</strong> the new forms which they are tak<strong>in</strong>g some<br />

are even more acute than before. Even though colonialism has practically disappeared, many of the nations<br />
