2 7 4 A r p a U m b r i a 2 0 1 2 Quale migliore soluzione, allora, di quella della partecipazione di tutti al confronto ed alle decisioni, di ricerca di strategie integrate d’intervento, ciascuno con il proprio ruolo, con la conoscenza e l’esperienza che necessariamente devono essere messe al centro del dibattito. Ed è proprio la conoscenza, il valorizzare le capacità e forze presenti in loco o sul territorio nazionale, a livello universitario e degli enti di ricerca, unitamente con lo spirito di ricostruire il patrimonio conoscitivo pregresso, di condividere e divulgare i propri dati, il valore aggiunto su cui instaurare nuove relazioni tra le diverse anime della società umbra e rivierasca. Un piano di gestione del bacino lacustre, opportunamente condiviso, non avrà difficoltà ad integrarsi con la gestione del parco, allargato come competenza allo stesso areale, con la tutela delle zone protette, con la gestione idraulica del reticolo idrografico, con le scelte di sostegno all’economia dei suoi territori.
