2 8 4 A r p a U m b r i a 2 0 1 2 • taglio e rimozione delle macrofite sottocosta nelle zone turistiche e di pesca; • dragaggio dei fanghi dei fondali nelle zone portuali e nelle rotte di avvicinamento alla costa. Tra quelli di natura indiretta stimabili si possono segnalare: • perdita di funzione ecosistemica/ biodiversità della zona umida e del canneto (centinaia di ettari persi dal Novecento ad oggi, valore stimato da TEEB fino a 9.000€/anno per ettaro); • emissioni di CH4 in atmosfera (valore di mercato Emission Trading dell’ordine delle decine di euro per tonnellata); • perdita occupazionale e valore economico del pescato rispetto ad un ecosistema in buon equilibrio con fauna ittica autoctona di pregio e standing crop ottimizzato (occupati attuali/occupati potenziali o storici, rapporto circa 1/10; valore/costo pescato attuale rispetto a un target ottimale, rapporto da circa 1/5 a oltre 1/10). 18.2 Obiettivi ecologici Il recupero ambientale del lago e del suo bacino è possibile solo rovesciando la logica di intervento e di valutazione delle priorità, partendo cioè dall’obiettivo di un lago in buon equilibrio ecologico ed agendo con azioni di ripristino ben monitorate ed a basso contenuto infrastrutturale (es. biomanipolazione e riequilibrio della pesca, restauro della fascia umida, limitazione delle colmate e dei dragaggi, ecc), da affiancare alla graduale rimozione dei carichi inquinanti esterni. I servizi ecosistemici rappresentano un elemento essenziale di questo recupero, e dovranno essere meglio definiti e valorizzati. • cutting and removal of the coastal macrophytes in the tourist and fishing areas • dredging of mud from the lake bottom in the port areas and the routes leading to the coast. Costs which can only be estimated include: • damage to the ecosystem/biodiversity in the swampy area and reed banks (hundreds of hectares at 9000 euros/ ha. a year lost since 1900, according to TEEB estimate); • emission of CH4 into the atmosphere (market value Emission Trading) in the order of tens of euros per ton); • loss of employment and economic value in the fishing sector, compared to the previous situation of good equilibrium with prized autochthonous fish and optimised standing crop (the ratio of the currently employed/ potentially or previously employed is 1/10; the current value derived from fishing is 1/5 – 1/10 of the optimal target). 18.2 Ecological objectives The environmental recovery of the lake and its basin is possible only by reversing the reasoning behind intervention and evaluation of priorities, starting with the objective of working towards a lake with a good ecological equilibrium, and carrying out recovery procedures which are well monitored and do not greatly involve the infrastructure (eg: biomanipulation, rebalancing of the fishing situation, recovery of the swampy area, limitation of wetland filling and dredging etc). Along with this goes the gradual removal of external pollutants. The ecosystem Services are essential for this recovery, and should be better defined and valued. Much of the money spent and work carried out has only had a slight influen-

S i n t e s i e d a t i 2 8 5 Molti dei soldi spesi e del realizzato non hanno influito che minimamente sul risanamento del lago, quando non addirittura sono stati maggiori gli effetti collaterali: portare acqua al lago può essere una necessità per fronteggiare la crisi di disponibilità idrica, ma regimare idraulicamente le fluttuazioni e non contenere il trasporto solido dal reticolo drenante impermeabilizzato può produrre danni altrettanto documentabili. Oltretutto, i giorni piovosi che si verificano annualmente non sono molti, e solo in rari casi si assiste a deflussi di una certa consistenza. Tenuto conto, inoltre, delle ridotte dimensioni dei bacini drenati e degli stessi corsi d’acqua e canali, appare ingiustificata, in molti casi, l’eccessiva azione di “riprofilatura” e rimozione della vegetazione con cui si giustificano regolarmente nuovi stanziamenti e costi. A titolo di documentazione riportiamo un esempio di idrogramma, prodotto da IRPI-CNR per la stazione idrometrica sul torrente Paganico, in cui è evidente quanto sopra (fig. 1). ce on the recovery of the lake, in some cases the relative side effects have even been worse and have damaged the ecosystem services. To give evidence of the above, we show below an example of an hydrogram, produced by the Water Protection Research Institute of the National Research Center (IRPI-CNR) for the Paganico river hydrometric observation station (Figure 1). !
