MANAGEMENT AND APPLICATIONS IN TECHNOLOGICAL RISK<br />

MANAGEMENT IN THE HOSPITALS SUBJECT TO MINISTRY OF HEALTH<br />

Abstract<br />

It is benefitted from health technology for the purpose of using non-invasi<strong>ve</strong> methods in the diagnosis<br />

of diseases and minimizing diagnosis and treatment periods of the diseases in the production of health<br />

services. Health technology, from which is benefitted intensi<strong>ve</strong>ly in the hospitals recently, is all of the<br />

technological adaptations, enabling the use of health equipments such as medical device, instrument<br />

and machine, which has advanced technology.<br />

There is a risk of occurrence of se<strong>ve</strong>ral dangers for patients and employees during benefitting from<br />

the health technology in the hospitals. Some of the technological danger risks are incorrect information,<br />

which is provided by technological system, availability of dangers subject to energy source during<br />

use of technology, occurrence of bodily harms on the patient and user personnel due to incorrect<br />

use of technology. Furthermore, serious problems can also occur in the patient’s care, in case there<br />

is no technology in the hospital or it breaks down. Activities for enabling to sol<strong>ve</strong> and/or to pre<strong>ve</strong>nt<br />

risks subject to health technology in the hospitals in a short period constitute the most important part<br />

of technological risk management studies of the managers. Activity areas of technological risk management<br />

are appropriate technology selection, pre<strong>ve</strong>nti<strong>ve</strong> maintenance, repair, calibration, training of<br />

user personnel and energy source.<br />

This study aims at researching technological risk management applications under the scope of health<br />

technology management in the hospitals subject to Ministry of Health and assessment of efficiency of<br />

these applications in respect to safety of patient and personnel and de<strong>ve</strong>lopment of suggestions for an<br />

effecti<strong>ve</strong> technological risk management. Research method of the study is composed of literature scanning,<br />

observations and discussions. Literature scanning means books related to subject, periodicals,<br />

articles, reports, relevant legislations (laws, regulations, circulars, resolutions) and reliable internet<br />

resources. Sur<strong>ve</strong>y questions ha<strong>ve</strong> been prepared in the study in order to research the applications in<br />

the hospitals subject to Ministry of Health. Howe<strong>ve</strong>r, it has been considered that answers, to be gi<strong>ve</strong>n<br />

to the sur<strong>ve</strong>y questions, can not be objecti<strong>ve</strong>, therefore sur<strong>ve</strong>y application and research ha<strong>ve</strong> not been<br />

included into the study.<br />

Findings, which are obtained as a result of study, can be listed shortly as follows: not purchasing equipment,<br />

which shall meet real requirement in the health technology applications; inability of providing<br />

continuity of calibration activities of the equipments; availability of risks, which can be arisen from<br />

user personnel; availability of risks related to energy resource; insufficiency of pre<strong>ve</strong>nti<strong>ve</strong> maintenance<br />

and repair activities of the equipments; the fact that personnel, who are commissioned in the technical<br />

service unit of the hospitals, do not ha<strong>ve</strong> sufficient information related to maintenance and repair<br />

of health equipments; hospital personnel has not comprehended the importance of pre<strong>ve</strong>nti<strong>ve</strong> main-<br />
