Now, the number of the members affected by HIV/AIDS who are part of the organizations represented by UNOPA is 1049 and over<br />

900 of them are children.<br />

The main activities developed by UNOPA during the last two years have been:<br />

• representing the member organizations in relation with local and central authorities<br />

• advocacy and lobby interventions for the promotion and the protection of the rights of the persons in Romania who are infected and<br />

affected by HIV/AIDS (to decrease the price of the medicine drugs specific for the antiretroviral treatment, to ensure specialized<br />

treatment and health care for all the persons in Romania affected by AIDS, to create a monitoring system of the antiretroviral treatment,<br />

to initiate social protection measures and to develop social services etc.);<br />

• active participation in the meetings of the multisectorial HIV/AIDS National Commission;<br />

• several actions in order to promote and sustain the rights of the persons infected and affected by HIV/AIDS: public awareness<br />

campaigns;<br />

• juridical assistance for the persons with HIV/AIDS;<br />

• financial and technical support for the organizations, members of the Federation, in order to develop community services;<br />

• elaborating proposals for the improvement of specific legislation;<br />

• partnerships with national and international institutions/organizations, having in view the necessary help for initiating and<br />

implementing more effective programs;<br />

• organization of seminars and meetings, with national and international participation.<br />

This association has its own Charter of f<strong>und</strong>amental principles, with the following motto:<br />

What we do without the others, without their participation, means "acting against them”. This includes:<br />

• respecting HIV/AIDS infected and affected person’s right to life;<br />

• the principle of <strong>und</strong>iscriminiation;<br />

• the recognition of the rights of the HIV/AIDS infected or affected persons and of their organizations;<br />

• the priniciple of solidarity;<br />

• the priniciple of responsibility of the HIV/AIDS infected and affected persons and their organizations.<br />

In 2003, UNOPA will implement more projects, for example:<br />

- “Advocacy for Human Rights in HIV/AIDS context”, in cooperation with UNICEF, main purposes will be: supplying objective,<br />

reliable, comparable information concerning national and international human rights (including child’s rights), applicable standards<br />

in HIV/AIDS context, good practice information, statistic data and examples in order to contribute to the development of the public<br />

policies and practices in the HIV/AIDS sphere and<br />

- directly support (food, vitamins) for all the persons affected by HIV/AIDS, project developed in co-operation with“Médecins sans<br />

Frontières” (Belgium).<br />

In the field of social protection of HIV/AIDS infected or affected persons, the Romanian government decided to create the National<br />

Commission to survey, control and prevent cases with HIV/AIDS, formed by representatives from all ministries with concrete responsibilities<br />

and from the most important non-governmental organizations active at national level. The vice president of this commission<br />

is member of UNOPA.<br />

The above mentioned examples are intending to present different aspects of the involvement and participation of the vulnerable groups<br />

of the population, concerning laws, policies and attitudes specific to the socio-economic realities from Romania today. Knowing that<br />

the concept of inclusion and participation is often associated with factors such as living conditions, housing standards, nutrition, health<br />

and social care, we have to realize, that the approach of the situation was influenced by the specific economical and cultural Romanian<br />

context.<br />
