DHHS - HEALTH AND HUMAN SERVICES DIRECTOR'S OFFICE - The Department of Health and Human Services (DHHS) promotes the health and wellbeing
of Nevadan's through the delivery or facilitation of essential services to ensure families are strengthened, public health is protected and individuals achieve their
highest level of self-sufficiency.
Division Budget Highlights:
1. Indigent Accident and Supplemental Fund (IAF) - The IAF/Supplemental Fund has
been transferred to the General Funds for the past 5 fiscal years, totaling more than $100
million. Few claims have been paid to hospitals and other providers over this period. The
Governor Recommends budget ends the transfer of these funds to the General Funds.
2. Reduced Grant Funding - In the second year of the biennium, the Governor's Office of
Consumer Health Assistance will be reduced from 15.5 positions to 11.5 positions as a result
of the loss of Health Insurance Exchange and United Health Settlement funding.
3. Restored Slot Tax Funding - Problem Gambling Program is funded from a $2 per
machine slot tax. In the previous biennium, $1 of the $2 tax had been transferred to the
General Fund to help offset budgetary shortfalls. Funding will be restored to $2 during this
biennium and used to provide treatment and prevention programs.
4. Office of Suicide Prevention - Four positions will transfer to the Division of Public and
Behavioral Health within Maternal Child Health Services. Approximately $500,000 per year
in Healthy Nevada Funds will be used to replace expiring Suicide Prevention Grant funding
and provide budget stability to the program.
5. Health Information Exchange (HIE) - Federal grant funding for the HIE will end in
February 2014 eliminating four positions associated with this project at the end of first year of
the biennium. The activities associated with the Nevada HIE will shift to the private selfsustaining
non-profit HIE created per NRS 439.588.
