HHS-WELFARE - ENERGY ASSISTANCE PROGRAM<br />

PROGRAM DESCRIPTION<br />

The mission of the Energy Assistance Program (EAP), formerly known as Low Income Home Energy Assistance (LIHEA), is to assist eligible <strong>Nevada</strong> citizens in meeting their heating and<br />

cooling needs.<br />

The EAP provides payments for eligible households, which can be applied to either the heating provider, the cooling provider, or split between the two. In addition, the EAP program<br />

provides arrearage assistance to eligible households affording them the opportunity to use their annual EAP benefit allotment as a subsidy to meet monthly heating/cooling costs. EAP<br />

payment funding is provided by the Low Income Home Energy Assistance block grant and through the Fund for Energy Assistance and Conservation (B/A 6031), which was created as a<br />

result of legislation approved during the 2001 Legislative Session to collect a Universal Energy Charge (UEC) from certain electric/gas utilities.<br />

There are currently 12 positions in this budget.<br />

Statutory authority for administering the Energy Assistance Program is provided in the <strong>Nevada</strong> Revised Statutes, Chapters 422A and 702.<br />

BASE<br />

This request continues funding for twelve positions and associated operating costs. One-time expenditures have been eliminated and partial year costs have been annualized.<br />
