DETR - EMPLOYMENT SECURITY DIVISION - The mission of the Employment Security Division (ESD) is to provide a statewide labor exchange, conduct<br />

programs that promptly pay unemployment benefits, improve the employment stability of those collecting unemployment insurance, and administer an effective tax system.<br />

The division participates as a full partner in the <strong>Nevada</strong> JobConnect system, which offers training and re-employment services to <strong>Nevada</strong> employers and workers.<br />

Division <strong>Budget</strong> Highlights:<br />

1. Increase Client Services - Industry Sector Councils have been tasked to recommend pilot<br />

training programs in eight industry sectors by the Governor's Office of Economic<br />

Development. These programs will be funded initially with Career Enhancement funds, and<br />

as proven successful, integrated into local workforce board funding.<br />

2. Transfer Workforce Solutions Unit - Under Administration, this unit will provide<br />

support, grant acquisition, and program analysis for eight industry sector councils and serve<br />

as liaison between industry sector councils and the department to monitor alignment of<br />

department operations with the Governor's Office of Economic Development.<br />

3. Repay Unemployment Insurance Trust Fund Loan - A special employer assessment<br />

will be adopted to raise funds to pay interest on Unemployment Insurance Trust Fund federal<br />

loans, at rates calculated annually using the actual interest amount; which provides needed<br />

flexibility and a dedicated funding source to pay the loan interest.<br />

4. Modernize Unemployment Insurance (UI) System - Implementation of the UInv<br />

system is scheduled for June <strong>2013</strong>. UInv is a sophisticated tax and benefit system that greatly<br />

enhances functionality for UI staff, employers, and claimants. Expenses in fiscal year 2014<br />

include a 12 month contractual warranty period for all products and services.<br />
