they have improved, indicating consumers’ increasing confi dence and
willingness to spend.
The General Fund’s 2 percent sales and use tax has posted year-overyear
gains for 28 consecutive months. Sales and use tax collections
were up 5.3 percent in FY11, 6 percent in FY12 and are forecast to
continue to post increases in each of the next three fi scal years.
Gaming percentage fee collections have also increased year-over-year
since FY10, although at a slower pace than sales and use tax receipts.
Gaming percentage fee collections are forecast to grow modestly
through FY15.
Although the Nevada economy has been among the weakest, the state
has not experienced a large outfl ow of its residents. In fact, recently
released U.S. Census Bureau population estimates show that Nevada’s
1.43 percent rate of population increase between July 1, 2011 and
July 1, 2012 was sixth highest in the nation.
Nevada is challenged to deal with this continued population growth
and prolonged period of high unemployment. These challenges are
most clearly represented in the massive growth in Medicaid caseloads
over the past several years. This growth is projected to continue
throughout the 2013-2015 biennium.
