PROGRAM DESCRIPTION<br />

The Board of Regents is established by the <strong>Nevada</strong> Constitution and statutorily endowed with the powers to provide direction and governance for all activities of the <strong>Nevada</strong> System of<br />

Higher Education (NSHE). The Board of Regents, in conjunction with the employees of the Chancellor's Office, provides direction and coordination for the various activities of the campuses<br />

and units of the NSHE. The Chancellor's Office includes the functional areas of academic affairs, budget and financial planning/programming and legal counsel. The universities provide a<br />

wide range of undergraduate and graduate instructional programs, including professional and doctoral work in selected fields; maintain library, studio and laboratory services, and resources<br />

for research; provide cultural opportunities for students and the general public; and also provide public service and continuing education. The community colleges provide post-secondary<br />

educational opportunities that are regionally and financially accessible. This includes teaching occupational skills required by business and industry; upgrading students' skills necessary to<br />

compete successfully in college courses; providing community service programs and assistance to students in planning educational goals. The mission of the state college is to meet the needs<br />

of students who are interested in bachelor's degrees in much-needed fields such as nursing and education, as well as in other disciplines in the arts and sciences. Course work is fully<br />

transferable to both the first tier (universities) and the third tier (community colleges) in the NSHE. Appropriations in all NSHE budget accounts are recommended in conjunction with Board<br />

of Regents approved adjustments for non-appropriation sources of revenue, including tuition adjustments. For campus budgets, the non-appropriation funding sources are primarily from<br />

student registration fees and non-resident tuition. However, other available sources of revenue include operating capital investment and certain federal funds. Constitutional authority:<br />

Article 11, Section 4 and NRS 396.<br />

BASE<br />

This request continues funding for 29.68 positions and associated operating costs. One-time expenditures have been eliminated and partial year costs have been annualized.<br />
