<strong>Peking</strong>, Beijing, April 5th, 2005: First vice governor <strong>of</strong> HeBei province lectured the three<br />

major problems concerning agriculture, rural areas and farmers at the joint invitation <strong>of</strong><br />

<strong>PKU</strong> School <strong>of</strong> Government and <strong>PKU</strong> Public Administration Seminar on the evening <strong>of</strong><br />

April 5th.<br />

Vice governor Guo Gengmao said the three major problems have been placed on<br />

government‘s high agenda because <strong>of</strong> their features and unique importance to China‘s<br />

modernization.<br />

Agriculture is the matter <strong>of</strong> the national security in China who feeds 7% <strong>of</strong> the world‘s<br />

population with 22% <strong>of</strong> the world‘s cultivated areas. Without the stability and<br />

development in the vast countryside, without the improvement <strong>of</strong> farmers‘ life, there can<br />

never be a real well-<strong>of</strong>f harmonious society.<br />

Guo considered the core <strong>of</strong> these problems is whether the following aspects are well<br />

achieved: the gain <strong>of</strong> comparative pr<strong>of</strong>its in agricultural production, farmers‘ increasing<br />

income, and the coordination between urban areas and rural areas.<br />

He presented the structural difficulties with the advance <strong>of</strong> rural reform, analyzed the<br />

causes and concluded that the three major problems would be settled under the proper<br />

<strong>of</strong>ficial measures instead <strong>of</strong> self-adjusting.<br />

Great achievements have attracted worldwide attention especially since 1979 when<br />

rural reforms were introduced. The implementation <strong>of</strong> the household contract<br />

responsibility system in the first period gave farmers greater power to make production,<br />

management, sales and budgeting decisions, turning them into independent commodity<br />

producers; Reform in the second period has been closely tied to urban reform, making it<br />

a macroeconomic management. The reform is still being carried out.<br />

With the economical strides made in the east <strong>of</strong> China, the reality <strong>of</strong> excessive<br />

discrepancies among regions require more efforts to narrow the gap for the harmonious<br />

development.<br />
