Japanese Diplomat Lectured on ODA<br />

<strong>Peking</strong> <strong>University</strong>, Beijing, March 17th, 2005: Japanese counselor gave a detailed<br />

explanation <strong>of</strong> its Official Development Assistance (ODA) in China in a lecture<br />

yesterday to a pack <strong>of</strong> campus audience more than expected.<br />

Gao Jianbo, the counsellor <strong>of</strong> Economic Department <strong>of</strong> Japanese embassy, replaced<br />

Minister Mr. Keiji Ide, the original lecturer to address this lecture, which has attracted<br />

many students from other departments other than the School <strong>of</strong> International<br />

Relationship.<br />

Because <strong>of</strong> the change, he was not very well prepared, said Gao, however he still<br />

gave up a clear introduction <strong>of</strong> the ODA in China. To illustrate the points, he gave out<br />

every audience at present several delicate handout.<br />

After introducing the present situation and the major field <strong>of</strong> ODA in China, Gao<br />

spoke <strong>of</strong> the current disputes in media on the possible changes <strong>of</strong> ODA policies. He<br />

juestified the possibility <strong>of</strong> the change <strong>of</strong> policies by explaining the current economic<br />

situation <strong>of</strong> Japan and China.<br />

In terms <strong>of</strong> media and in response to student‘s questions, Gao said he was ―much<br />

shocked‖ by the overdone news coverage. He said many <strong>of</strong> the opinion are not<br />

based on fact, and he wishes the people <strong>of</strong> both countries could truly communicate<br />

and understand every aspect <strong>of</strong> ODA.<br />

Pr<strong>of</strong>essor Li Hanmei <strong>of</strong> the School <strong>of</strong> International Relationship commented after<br />

Gao‘s speech that despite the lack <strong>of</strong> friendly atmosphere, China‘s central<br />

government appraises high on ODA, and in future, there should be more cooperation<br />

in various forms between the two countries.<br />

The lecture was hold by the <strong>Peking</strong> Youth Diplomacy Association.<br />
