a Speech at <strong>PKU</strong>: China and Euro, Two<br />

Powers on the Rise<br />

<strong>Peking</strong> <strong>University</strong>, Beijing, Oct. 31st :China and Euro enjoy much in common in<br />

their common understanding in multilateral relationship development and a pluralistic<br />

outlook towards the world, according to Mr. Pierre DEFRAIGNE, deputy<br />

director-general <strong>of</strong> the Euro through his speech on last Saturday evening.<br />

The deputy director-general <strong>of</strong> the Euro, Mr. Pierre DEFRAIGNE, delivered a speech<br />

under the name <strong>of</strong> China and Euro: Two Powers on the Rise, in the reporting hall <strong>of</strong><br />

School <strong>of</strong> Guanghua Management on Oct. 31st, 2003.<br />

Mr. DEFRAIGNE first stated his opinion on a multi-polarism world. He believed that<br />

according to what the Euro has experienced throughout its entire establishing<br />

process, a multi-polarism is necessary in avoiding putting one‘s own developing<br />

model onto other countries by force. That is why China and Euro can establish a<br />

co-monitoring legitimating system within such a multi-polarism environment. He<br />

furthered his point by raising two way to secure safety, hawk and dove patterns in<br />

short. Mr. DEFRAIGNE tended to choose the latter in establishing a system that<br />

resolves conflict through dialogues and negotiations based on international law. After<br />

flashing back in history about the establishment <strong>of</strong> the Euro, Mr. DEFREIGNE listed<br />

3 major features in which the Euro is quite different from the U.S., including a<br />

different economic system, a social economic structure that favors more on personal<br />

development and acting to stabilize relationships with its neighbors. He described his<br />

ideal future international world: a global economic circle made up with different<br />

economic systems, narrowed gap between south and north especially in their GDPs<br />

and a high efficiency <strong>of</strong> governments in their cooperation in combating terrorism and<br />

poverty. He also pointed out that China shares much in common with the Euro in<br />

their geopolitical importance, common pains received from wars and common focus<br />

on relationships between coastal areas and inland areas, together with that between<br />

human and nature. At the end <strong>of</strong> his speech Mr. DEFRAIGNE comments highly on<br />

Chinese extraordinary leadership in adapting the country in time with global<br />

economic circle. He restated three elements in shaping a safe and stable world:<br />

multi-polarism to tolerate different sense <strong>of</strong> value, multilateral relationship to ensure<br />
