Beijing, October 22nd, 2007: On October 18th, the Commission <strong>of</strong> Science,<br />

Technology and Industry for Chinese National Defense <strong>of</strong>ficially announced ―the<br />

eleventh five-year program for the development <strong>of</strong> cosmonautics enterprises‖, with<br />

the approval <strong>of</strong> National People‘s Congress. Framed for the space development<br />

during the next five-year period, this is the first comprehensive blueprint aiming at the<br />

further application <strong>of</strong> space technology after the trial stage.<br />

To initiate and further propel wide application <strong>of</strong> space technology, the five-year<br />

program lines out several key aspects for future efforts, including the consummation<br />

<strong>of</strong> the navigation and positioning system focusing on the implementation <strong>of</strong> space<br />

technology in transportation, meteorology, petroleum prospecting, forest fire<br />

monitoring, disaster forecasting, telecommunications and public security. A highly<br />

enhanced and informationalized industrial chain <strong>of</strong> production and operation services<br />

will be realized once space technology is assumed in transportation practice.<br />

Nevertheless, this is not the only field that space technology may bring direct<br />

economic benefits to. Apart from that, the program also aspires to accomplish a<br />

high-pr<strong>of</strong>ile space science system, which seeks ice break advance in astronomic<br />

observation, planet probe, micro-gravity and space life science, etc.<br />

The nine-principle guidance still emphasize the development <strong>of</strong> fundamental<br />

technology and the cutting edge technology as well, in the hope <strong>of</strong> catching up with<br />

the most advanced space technologies in the world and laying a well grounded<br />

foundation for development in the long-run.<br />
