The Great Hall <strong>of</strong> the People, Beijing, Nov. 2, 2007: The Session 1 <strong>of</strong> the panel<br />

‗Diversity <strong>of</strong> Population Development and Health Security‘ <strong>of</strong> Beijing Forum 2007<br />

was held at Guizhou Hall this afternoon. The topic <strong>of</strong> this session is general and<br />

aging issues, about which ten famous domestic and foreign population scholars<br />

addressed a speech each. This is the second half <strong>of</strong> the session.<br />

After a c<strong>of</strong>fee break, the second half <strong>of</strong> the session began. Firstly Liu Guoen<br />

analyzed several leading tasks facing China‘s health care reform, which are how to<br />

best manage the insurance funds, how to reform the organizational structures <strong>of</strong><br />

health care providers, and how to identify the most cost effective models to conduct<br />

the group contracting with suppliers. Then he gave some policy suggestions for each<br />

<strong>of</strong> the leading tasks.<br />

Then Howard Bergman presented the global challenge for understanding and<br />

meeting the needs <strong>of</strong> the older population. He believed that public health endeavors<br />

need to be based upon an understanding <strong>of</strong> the heterogeneity <strong>of</strong> the health and<br />

functional status <strong>of</strong> older persons. He also said that the increasing number <strong>of</strong> both<br />

healthy and frail older persons points to the importance <strong>of</strong> health promotion and<br />

prevention as well early detection and management <strong>of</strong> chronic disease management<br />

in preventing or at least delaying the onset <strong>of</strong> frailty and disability. As for the method,<br />

he emphasized the potential to increase community based care while reducing the<br />

utilization <strong>of</strong> or the need to create expensive institutional based resources while<br />

improving quality and satisfaction <strong>of</strong> care.<br />

After that Yao Yuan discussed the importance <strong>of</strong> social participation in Olympics <strong>of</strong><br />

older people. He asserted that older people are important human resource to carry<br />

out the projects <strong>of</strong> humanistic Olympics and social participation <strong>of</strong> older people<br />

would continue spirits <strong>of</strong> Olympics. In his opinion, participation <strong>of</strong> older people in<br />

Olympics would make Olympic spirits eternal in the country.<br />

Later on, Ueshima Hirotsugu clarified the reasons why Japanese people could<br />

overcome the highest stroke mortality in the world and prevent an increase in CHD.<br />

He concluded that lowering blood pressure by reducing salt intake, promoting<br />
