The Great Hall of the People, Beijing, Nov. 2, 2007: The Session 1 of the panel
‗Diversity of Population Development and Health Security‘ of Beijing Forum 2007
was held at Guizhou Hall this afternoon. The topic of this session is general and
aging issues, about which ten famous domestic and foreign population scholars
addressed a speech each. This is the second half of the session.
After a coffee break, the second half of the session began. Firstly Liu Guoen
analyzed several leading tasks facing China‘s health care reform, which are how to
best manage the insurance funds, how to reform the organizational structures of
health care providers, and how to identify the most cost effective models to conduct
the group contracting with suppliers. Then he gave some policy suggestions for each
of the leading tasks.
Then Howard Bergman presented the global challenge for understanding and
meeting the needs of the older population. He believed that public health endeavors
need to be based upon an understanding of the heterogeneity of the health and
functional status of older persons. He also said that the increasing number of both
healthy and frail older persons points to the importance of health promotion and
prevention as well early detection and management of chronic disease management
in preventing or at least delaying the onset of frailty and disability. As for the method,
he emphasized the potential to increase community based care while reducing the
utilization of or the need to create expensive institutional based resources while
improving quality and satisfaction of care.
After that Yao Yuan discussed the importance of social participation in Olympics of
older people. He asserted that older people are important human resource to carry
out the projects of humanistic Olympics and social participation of older people
would continue spirits of Olympics. In his opinion, participation of older people in
Olympics would make Olympic spirits eternal in the country.
Later on, Ueshima Hirotsugu clarified the reasons why Japanese people could
overcome the highest stroke mortality in the world and prevent an increase in CHD.
