ministerial conferences. It began cooperation with leaders <strong>of</strong> international institutions<br />

such as K<strong>of</strong>i Annan and Jim Wolfensohn, and made great progress in institutional<br />

coordination, dialogues, and exchanges.<br />

And fourthly, the image <strong>of</strong> the WTO has been greatly elevated. Besides its regular<br />

participation in the seminars and symposiua <strong>of</strong> NGOs, it also keeps high-level<br />

contact with national parliaments and governments. This facilitates exchange and<br />

communication between the WTO and others such as business leaders, trade<br />

unions, and NGOs.<br />

Moore is justly proud <strong>of</strong> his achievements. In his farewell speech, he expressed his<br />

thanks to the WTO secretariat and the staff as well, saying that he was indebted to<br />

them. He noted they had been working hard over the last three years, fulfilling their<br />

commitments and contributing to the undertaking; they had been pr<strong>of</strong>essional and<br />

goal-oriented at the same time. In fact, these remarks are also applicable to him.<br />

During his three-year tenure, Moore was earnest and diligent in his work, kept his<br />

commitment and contributed his share, and he was also pr<strong>of</strong>essional and<br />

goal-oriented.<br />

Always Full <strong>of</strong> Confidence and Expectations towards Free Trade<br />

At the 2003 Bo‘ao Forum for Asia held in Hainan, Moore expressed his views on the<br />

obstacles to free trade and his confidence in free trade. He said that he was shaken<br />

to see that the Cancun Conference had failed. He was also shocked to find that<br />

many people would welcome this failure. He was even more horrified to learn that<br />

new North-South problems would occur in terms <strong>of</strong> trade facilitation with the<br />

development <strong>of</strong> regional economic organizations.<br />

Although he is now retired from the World Trade Organization, Moore is still a strong<br />

advocate <strong>of</strong> globalism. He insists that globalism is a dominant stream <strong>of</strong> thought in<br />

today‘s age. Globalization should not be demonized, nor should people expect it to<br />

be perfect. It is neutral in terms <strong>of</strong> morality and the present problem is how to<br />

manage globalization. He cited China as a case in point, saying that if globalization is<br />

handled well, hundreds <strong>of</strong> millions <strong>of</strong> people will be relieved from poverty. And<br />

speaking about the APEC Summit in Bangkok, he said that the most important<br />

outcome <strong>of</strong> the summit is to ensure the continuation <strong>of</strong> multilateralism. Besides, the<br />

many state leaders said that they will support Doha Round, and the achievement<br />

made at the Cancun Conference should form the basis for later negotiations.<br />

In these words, we can feel the earnest expectations <strong>of</strong> a strong advocate in his<br />

belief in free trade, and his despair and sadness over the existence <strong>of</strong> trade barriers.<br />

On many occasions, Moore has expressed his faith in free trade and the trade rules.<br />

He thinks that in order to make progress in trade negations, developed countries<br />
