ignored: the increasing gap between rich and poor. ―The GDP per capital <strong>of</strong> the top<br />
developed 20% countries possess almost 40 times more than the GDP per capital <strong>of</strong><br />
the least developed 20% countries in this world!‖ Mr. Guterres pointed out this out<br />
loud and continued his view in saying:‖ the North is responsible for such unfair<br />
distribution <strong>of</strong> economic wealth in that they won‘t support enough.‖ According to him,<br />
globalization was in a large sense bringing negative influence to the possibility <strong>of</strong> a<br />
fair distribution around the world, so what we need to do now is ―tame‖ it. He raised<br />
his point <strong>of</strong> establishing a new world order based on multilateralism. As to the<br />
problem <strong>of</strong> terrorism, Mr. Guterres insisted that terror can‘t be fought with massive<br />
violation to human rights. As a way to adjusting the unbalanced international political<br />
order, he advocated a reform <strong>of</strong> UN system for a more effective problem-solving<br />
process. For according to him, ―the international law and problem-solving mechanics<br />
are limited and out <strong>of</strong> date‖. Furthermore, as a way for better governance, such<br />
reform should not be refined within the small area <strong>of</strong> the UN working mechanics but<br />
in a larger sense applicable to almost every government in this world.<br />
Mr. Guterres finished his speech with a quote: ―I am not optimistic, nor am I<br />
pessimistic. I just determine to change.‖ These last words had won for him warm<br />
applause again. As the former Prime Minister <strong>of</strong> Portugal, Mr. Guterres is not the<br />
only one that had been in such important position in the government. The delegation<br />
also includes many other distinguished figures such as Mr. Massino D‘Alema, former<br />
Italian Prime Minister and Mr Adonian Nastase, Romanian Prime Minister. Mr.<br />
Guterres introduced they to the audience and each <strong>of</strong> them gave their short<br />
speeches focusing on counterbalancing political factor and international law<br />
respectively.<br />
During the Question and Answer part, the delegation was amazed at the active<br />
interaction with their audience at <strong>Peking</strong> <strong>University</strong>. Some students asked about<br />
neo-liberalism and institutional view-exchanging channels between the SI and China<br />
Communist Party, while others asking for more specific examples <strong>of</strong> the SI‘s<br />
achievements in establishing a new multi-lateral world.<br />
President Xu Zhihong passed a token <strong>of</strong> thanks to the SI delegation and marked an<br />
perfect completion to their visit to <strong>Peking</strong> <strong>University</strong> at the end <strong>of</strong> the speech.<br />
The Socialist International is among the most influential international institution that<br />
<strong>of</strong>fer a platform <strong>of</strong> dialogue and exchanging views around the world now, involving a<br />
membership as large as 168 parties, including full member parties, consultative<br />
parties, observer parties, fraternal organizations and associate organizations. They<br />
are focusing their works on reshaping government system and establishing<br />
consensus for better governancy. The SI visit to China drew much attention and<br />
stories were reported by CCTV and many other media. Their visit to <strong>Peking</strong><br />
<strong>University</strong>, which is both believed by them and us teachers and students, will<br />
definitely cultivate a positive progress <strong>of</strong> better mutual understanding and dialogues.<br />
