exchange between his country and other countries. Thanks to his efforts, trade<br />
relations between New Zealand and Australia were great improved. He also<br />
advocated establishing economic and trade relations with the various island states in<br />
the Southern Pacific, saying that although these countries are small, it is still<br />
necessary for New Zealand to open its market to them and help them develop their<br />
economies. Moreover, Moore has always been active at international forums<br />
promoting trade liberalization. Thanks to his persistence, the Uruguay Round <strong>of</strong><br />
GATT negotiations were held.<br />
For his outstanding contribution and achievements in the field <strong>of</strong> international trade,<br />
Moore was elected Director-General <strong>of</strong> the World Trade Organization. The ultimate<br />
goal <strong>of</strong> the organization is to work for zero tariffs and a barrier-free state in<br />
international trade so as to realize the total liberalization <strong>of</strong> the global trade market<br />
and completely free circulation <strong>of</strong> capital. Free circulation <strong>of</strong> capital and free trade<br />
will benefit all countries and all people. Moore has always had deep faith in this goal<br />
and has long been working for it. This can be best seen in his book A World without<br />
Walls. Moore believes that the free trade ideal advocated by the World Trade<br />
Organization will create new wealth and improve the general social welfare <strong>of</strong> the<br />
people.<br />
During his tenure as Director-General, Moore and his colleagues made a point <strong>of</strong><br />
getting rid <strong>of</strong> the many worries <strong>of</strong> people and persuading people to come back to the<br />
negotiation table and proceed in their cooperation on the track <strong>of</strong> free trade. His<br />
outstanding performance persuaded many people <strong>of</strong> the promise <strong>of</strong> the World Trade<br />
Organization. Specifically, Moore and his colleagues‘ contributions to the<br />
development <strong>of</strong> the organization are as follows:<br />
Firstly, the organization has become more inclusive in its agenda. Before Moore<br />
acted as Director-General, small and poor countries could hardly participate in the<br />
talks <strong>of</strong> the organization. During his tenure, however, through such measures as<br />
selecting representatives and upgrading technical facilities, small and poor countries<br />
began to have opportunities to participate in the discussion in WTO meetings and<br />
have a say in the final decision <strong>of</strong> important resolutions.<br />
Secondly, the work style <strong>of</strong> the WTO has become more transparent and responsible.<br />
The WTO subordinate technical system has new auditing and evaluating<br />
mechanisms, and there is a more pressing and rigorous requirement in the<br />
translation <strong>of</strong> the documents <strong>of</strong> the councils and committees. Meanwhile, news <strong>of</strong><br />
WTO activities reaches civilians and delegations alike through its website.<br />
Thirdly, cooperation and connection with other international organizations and<br />
regional institutions have also been stepped up. The role <strong>of</strong> the WTO in the field <strong>of</strong><br />
economic administration is highly acclaimed and the WTO is invited to attend the<br />
various meetings and conferences <strong>of</strong> the United Nations, the G-8 summit, and other<br />
