exchange between his country and other countries. Thanks to his efforts, trade
relations between New Zealand and Australia were great improved. He also
advocated establishing economic and trade relations with the various island states in
the Southern Pacific, saying that although these countries are small, it is still
necessary for New Zealand to open its market to them and help them develop their
economies. Moreover, Moore has always been active at international forums
promoting trade liberalization. Thanks to his persistence, the Uruguay Round of
GATT negotiations were held.
For his outstanding contribution and achievements in the field of international trade,
Moore was elected Director-General of the World Trade Organization. The ultimate
goal of the organization is to work for zero tariffs and a barrier-free state in
international trade so as to realize the total liberalization of the global trade market
and completely free circulation of capital. Free circulation of capital and free trade
will benefit all countries and all people. Moore has always had deep faith in this goal
and has long been working for it. This can be best seen in his book A World without
Walls. Moore believes that the free trade ideal advocated by the World Trade
Organization will create new wealth and improve the general social welfare of the
people.
During his tenure as Director-General, Moore and his colleagues made a point of
getting rid of the many worries of people and persuading people to come back to the
negotiation table and proceed in their cooperation on the track of free trade. His
outstanding performance persuaded many people of the promise of the World Trade
Organization. Specifically, Moore and his colleagues‘ contributions to the
development of the organization are as follows:
Firstly, the organization has become more inclusive in its agenda. Before Moore
acted as Director-General, small and poor countries could hardly participate in the
talks of the organization. During his tenure, however, through such measures as
selecting representatives and upgrading technical facilities, small and poor countries
began to have opportunities to participate in the discussion in WTO meetings and
have a say in the final decision of important resolutions.
Secondly, the work style of the WTO has become more transparent and responsible.
The WTO subordinate technical system has new auditing and evaluating
mechanisms, and there is a more pressing and rigorous requirement in the
translation of the documents of the councils and committees. Meanwhile, news of
WTO activities reaches civilians and delegations alike through its website.
Thirdly, cooperation and connection with other international organizations and
regional institutions have also been stepped up. The role of the WTO in the field of
economic administration is highly acclaimed and the WTO is invited to attend the
various meetings and conferences of the United Nations, the G-8 summit, and other
