Beijing Forum 2007: Academic Briefing<br />

<strong>of</strong> the Population Panel (Ⅰ)<br />

The Great Hall <strong>of</strong> the People, Beijing, Nov. 2, 2007: The Session 1 <strong>of</strong> the panel<br />

‗Diversity <strong>of</strong> Population Development and Health Security‘ <strong>of</strong> Beijing Forum 2007<br />

was held at Guizhou Hall this afternoon. The topic <strong>of</strong> this session is general and<br />

aging issues, about which ten famous domestic and foreign population scholars<br />

addressed a speech each. This is the first half <strong>of</strong> the session.<br />

After a welcome speech by Zheng Xiaoying, Director <strong>of</strong> the Institute <strong>of</strong> Population<br />

Research <strong>of</strong> <strong>Peking</strong> <strong>University</strong>, Siri Tellier addressed a speech with a topic <strong>of</strong> ―Post<br />

Transition Low Fertility and Aging Issues‖, which explores some <strong>of</strong> the variations <strong>of</strong><br />

ageing among different countries, their causes and consequences, and identifies<br />

some new approaches for analyzing the issue <strong>of</strong> ageing, e.g. with respect to<br />

demographic, economic, social, health, political and interpersonal relations aspects,<br />

and proposes a framework to approach ageing, to build ―A society for all ages‖.<br />

Then Chang Chun analyzed the impacts <strong>of</strong> health education on rural people‘s<br />

willingness <strong>of</strong> participating in the New-type Rural Cooperative Medical Care System<br />

to emphasize the importance <strong>of</strong> health education.<br />

The third speaker is John Bongaarts. He identified five driving factors for population<br />

growth which are unwanted childbearing, high desired fertility, declining mortality,<br />

population momentum and net migration, and proposed a method, the<br />

decomposition exercise, to identify the main factors for population growth for each<br />

country and therefore to recommend policy options to address rapid population<br />

growth.<br />

Later on, Renato Maia Guimaraes explored the demand and provision <strong>of</strong> health<br />

service in population aging and emphasized the community and home care for the<br />

aged population. He proposed a health model centered in the community with<br />

emphasis on primary care, adopting technology suitable for this level, changing the<br />

axis <strong>of</strong> assistance from hospital to home.<br />

In the end <strong>of</strong> the first half <strong>of</strong> the session, Linda Rosenstock presented two case<br />

studies illustrating the importance <strong>of</strong> investing in public health and its infrastructure:<br />
