<strong>Peking</strong> <strong>University</strong>, Beijing, Nov 12th, 2004: Deputy Governor <strong>of</strong> the Central Bank <strong>of</strong><br />

the United Kingdom <strong>of</strong> Great Britain and Northern Ireland, the Bank <strong>of</strong> England<br />

(BoE), Mrs Rachel Lomax, delivers a lecture on the topic <strong>of</strong> Monetary Policy in the<br />

United Kingdom today at China Centre for Economic Research (CCER) at <strong>Peking</strong><br />

<strong>University</strong>.<br />

Mrs Lomax‘s lecture is about an hour long. First, she talks about UK‘s Monetary<br />

Policies since the 1970s. In the 1970s, Britain occurred ―stagflation‖ and the Bank <strong>of</strong><br />

England adopted measures to control the monetary. In the 1980s, Bank <strong>of</strong> England<br />

pushed forward financial liberalism and there were both success and failure. In 1992,<br />

UK‘ s membership <strong>of</strong> the ERM ended in failure, which was a big loss to the United<br />

Kingdom. Since 1992, BoE has developed ―Inflation Targeting‖ by controlling the<br />

interest rates to cool down the over-hot economic situation in the UK. And 1997 was<br />
